This is a .warning letter to notify you that you are in violation of the
Butte County Code at the above referenced location as follows:
Converting shop building to .residence without the required permits,
inspections and approvals from this office.
Since permits and inspections are required for the above work., please contact
this office within ten days of the dare of this letter, submit two complete
sets of plans, apply for the required permits, and pay the appropriate fees.
All work must stop until these permits are issued and you are authorized
by.our field inspector to proceed. This field authorization cannot be made
until the existing work is inspected and approved.
Please be aware that Butte County has entered into a Code Enforcement Program
that seeks voluntary compliance with the Butte County Code but provides
an effective means of enforcement if such compliance is not obtained. If
voluntary compliance is not obtained,,. enforcement will be pursued through
the issuance of citations, fines, and the recording of a Notice of Violation.

Dear Mrs. Ostrander:
This department has received complaints alleging health and safety
hazards in the above listed rental dwelling. The Butte County
Assessor's records indicate you are the owner of the property.
On March 15, 1988, I visited the property and contacted the tenant who
allowed me to inspect her rental unit. The following conditions were
observed which are in violation of the Butte County Code, Chapter 19,
Section 19-3, Sanitary Sewage Disposal System Required, Section 19-4
Unlawful Sewage Disposal Methods, Section 19-5 Permits Required;
California Health and Safety Code, Section 17920.3 (a)(8)(14), (d), (e),
(f), (g)(2), and (1); and which pose health or safety hazards to the
tenants and render the dwelling substandard.
1. No permits found for dwelling addition to warehouse building, and no
final from Building Department on warehouse.
2. No septic tank permit found for sewage system for dwelling addition.
3. Septic tank is an improper. unsanitary installation.
4. Dwelling lacks adequate windows and natural ventilation and light.
'Bedroom window inadequate for light, ventilation, and fire escape.
5. No permits found for electrical wiring and services to the dwelling
unit. Wiring appears to be tied into meter and services drop
illegally.
6. No permits found for plumbing and facilities for dwelling units.

7. No permits found for gas, water heater, and stove installation.
8. Water heater installed outside, exposed to elements, without proper
flue, handle on gas shut-off, and no discharge line on temperature -
pressure relief valve.
9. Kitchen range lacks hood or vent.
10. Roof leaks over bathroom.
11. Doorway opens from dwelling unit into commercial auto repair.
These conditions shall be corrected as follows, and within THIRTY (30)
DAYS from receipt of this notice. Obtain all required permits from the
Butte County Departments of Public Works and Public Health,.196 Memorial
Way, Chico, CA, prior to making repairs.
1. Obtain building permit for dwelling addition to warehouse, and
obtain final for warehouse building.
2. Obtain permit and inspection from the Division of Environmental
Health for septic tank and leach line installation.
3. Cease use of illegal septic tank at once.
4. Provide windows that provide adequate natural light and ventilation
to all habitable rooms. Provide emergency exit window in bedroom.
5. Obtain permit and inspections for electrical wiring and fixtures in
dwelling unit. Have all connections to service drop checked by the
Building Department and Pacific Gas and Electric.
6. Obtain permit and inspection for plumbing and plumbing fixtures.
Provide proper traps, vents, and piping for all plumbing in
warehouse and dwelling unit.
7. Obtain permit and inspection for all gas service piping, water
heater, and range installation.
8. Provide proper installation for water heater, with enclosure for
protection from elements, proper flue, discharge line on
temperature -pressure relief valve, and shut --off valve with handle on
gas service line.
9. Provide range hood and vent.
10. Repair or replace leaking roof over bathroom.,
11. Verify door between auto shop and dwelling unit is an approved fire
resistant door.

If this dwelling unit is vacated, it shall not be reoccupied, rented, or
otherwise used for occupancy until all corrections have been completed,
inspected, and approved.
A reinspection will be made. Failure to comply with this notice will
result in the Franchise Tax Board being advised of your non-compliance.
You will then be prevented from claiming state tax deductions for taxes,
depreciation, amortization, or- interest expenses connected with the
property as long as it remains substandard. This notice is given to you
pursuant to Sections 17299 and 24436.5 of the California Revenue and
Taxation Code.
