Luvaas, Jr. Proponents: John L. Luvaas, Jr. stated that this development would be well beyond existing commercial area and would be a poor precedent, and that the fact that this development had controversial overtones was good reason to require an environmental impact report. Dave Lantis, 1616 Echo Lane, Chico, agreed with the statements of Mr. L'u v aas . Opponents: W: E. "Pat" Murphy, 762 Sierra View Way, owner of the property, enumerated the commercial uses in the area, said the drainage problem had been taken care of andthat there had been a 6 ft. fence between his and adjoining property for years which obscured vision, John Teague, 3130 Shoshone Ave., 'Chico, the applicant, stated that there';. would ,be no change in the contour of the property, but that he would transplant some of the shrubs to the back of the property.
