Before the heat pump water heater was replaced, the solar panels operated without back-up for two years. Mr. Marx states that the back-up is used only thirty days out of the year. The solar panels provide hot water for the 70 gallon reserve tank and the 55 gallon main tank at a recovery rate of eight hours. Based on this information from the owner and a phone conversation with Jim Glanders of the Butte County Building Department, it has been determined that the existing water heating system is worth two (2) points on the Form 2 Residential Checklist. After several trips to the building department in Oroville I finally clarified the matter with your people and was charged on the original permit"as an attic space. However, the information given to rhe tax assessor from your office showed it as completed living space and accordingly I had to go through and appeal my case -with the tom:: assessor. Shortly after the inspector's last visit to my house a home was started on an adjoining lot.
