the direct control. of Butte County.
8. Land Use Changes
This project does not conflict with the General Plan and
zoning of the area
13. Traffic
Traffic will increase on Cussick and Bast Ave., but Public
Works will require two point of ingress and egress which
will help circulation. Also a left turn pocket off of
Bast Ave. would be required which would minimize intersection
safety hazards.
1.4. Public Services
Previous B.I.R.'s done 3n the area have addressed all public
services. The school fee issue has been a problem in the
past, but could be mitigated to read "at which time an
ordinance is adopted by the Board of Supervisors fees will
be collected and 'paid by the developer."
16. Utilities (16 d&e)
This project would be hooked up to the City of Chico sewer
system at the time of development (attached is city of Chico
Sewer Application ##2161):
Storm drainage will be underground by way of Cusick "Ave;
storm drain system to S,L.D.A.D.

With respect to the Sewer Connection Application cited above, the sewer connection
fee payable to the City, in the event you determire to proceed Withconnection,
will be $169,301.59 ** The connection fees quoted hereon shall be valid for -
sixty (60) days from the date of this letter or until the effective date of any
amendment to the City's Sewer Fees, whichever is longer. Any amendments to the
City's Sewer Connection Fees become effective on or about July lst of each year.

Mr. Reid stated:' having reviewed the environmental review checklist and
the conversations at this meeting and the Planning Director's Report of
March 5., 19851 I wil l make a 'motion to grant a mitigated negative declaration
of environmental impact for the Lowen co. parcel map to create 4 parcels
on AP 42-45-24 thru 30 finding that the project could have an effect on
the environment, but will not have a significant effect in this case provided
the required mitigation measures are complied with. Those mitigation
aieasUreS are #1, 2, 3�, 4 and 5 as listed within 'the Planning Director','
Report of March 5, 19€35. The motion is made noting that the project is
in conformance with the Butte County General Plan and Butte County Zoning,
Motion seconded by Mr.. Streeter and carried unanimously

Chico indicate that capacity is available For up to 6 dwelling units
per acre,, while Butte County Environmental ,Health indicates sever
