September 25, 1989, the Agency adopted a negative declaration with
environmental mitigations and ;approved the tentative parcel map on
the above -referenced property subject to the conditions listed on
the attached sheet.
if no appeals are timely filed ---within ten (10) days of the date of
the Advisory Agency's approval with the Clerk of the Board of
Supervisorsr this action Vill be final.
When the conditions of approval are complied with, it will be in order
for you to file your "final map" with the Butte County Department

Walnut Manor, a planned subdivision of approximately six acres has been
proposed in an area of Chico, Butte County, California (Map 1 Project
Location). The tentative subdivision map indicates a general plan
designation vvnich calls for division cff the land into 30 "split/duplex" lots,
The California Environmental Quali'ly Act of 1970 (CEQA) and National
Historic Preservation Act of 1966 (NHPA) require that potential
environmental impacts, including those to bulturai resources, be reviewed'
prior to project development. Jere 'Bolster of A & Q Engineering, 1280 East
Ninth Street, Chico, California, 95928, contracted with the Archaeological
Research Program, California State University, Chico (CSUC), to undertake a
records search and an archaeological reconnaissance of the parcel area in
order to determine any potential archaeological sensitivity.
A records search was conducted iAt the Northeast Information Center of the
California Archaeological Inventor±r, CSUC, to determine if any surveys have
been conducted in or near the project area, and to identify any prehistoric or
historic sites that have been previously recorded in the project vicinity,
The National Rej`ister.of Historic Places (Greenberg 1976) was consulted as,
well as the chapter entitled "Maidu and Konkow" in Volume 8 of Thi
ELIndbook of North Amerira.Indian (Riddell 1978 370-386).
While no surreys have been conducted, or sites previously found within the
project area, the project vicinity is considered to be - ansitive for cultural
I esources, Easy access to natural water sources such as Undo Channel, as
well as flat land located above the flood plain frequently attracted both
Native Americans and Ruro-Amerlcans. The Chico area was occupied by the
Xbrikow in prehistoric times, There are two recorded sites in thejro ect
P
vioihity. CA= BUTy-995'is recorded as Bidwell Rancheria, while CA -BUT- -4
Is l ecorded ;as Mochoopda ar Chico Rancheria. In addition, there is repuited to
be an ethnographic village site located somewhere along this portion of
Undo Channel ([greyer 1989).

Location and Enviironrnantal Setting
Walnut:'Manor is located on the south side of East Avenue and just east of
the Southern Pacific Railroad tracks and Highway 32 (Nord )Wenue) in
Section 21, Township 22 North, Range 1 East, Mount, Diablo Meridian, of the
U.S.G.S. Ord Ferry, California 7.5' Series Quad (Map 2: Project.4rea);
The project area is situated on a plain at an elevation of approximately 175
feet. The soil is a sandy loam with few pebbles or stones. Most of the
project area, 5.35 acres, isplanted in walnuts and is maintained as an
orchard. The remaining portion, a small area adjacent to Undo Channel, is
overgrown with weeds and a,riparian growth consisting of grapes,
elderberry and several native tree species,
Field Methods
On June 21, 1989, Nancy Garr conducted an archaeological survey of the
rprglect area, walking systematic 10 meter transects across the entire
surface. While surface visibility was good in the orchard, it was limited by
the heavy plant growth in the area along Undo Channel
Results and Recommendation,
No historic or prehistoric cultural resources were found or recorded during
the survey. There were several pieces of agricultural equipment, including a
small off -set disk, a New Holland harvester,, an Allis Chalmers harvester
and a storage bin, are located in the overgmwn area along Lindb Channel. The
storage bin is marked "Jesso `Special', Gents M. Jesse Manufacturing, Inc...,
1627 Nord Avenue, Chico, California," These appear to be more recent and
simplyAri storage. We recommend that arcF►,,,�eological clearance be granted'
for tie proposed subdivision.
The nature of surface reconnaissance limits our recommendationa. Should
any buried or unmentioned cultural manifestations become Known during
subsequent project activities, a profew,sional archaeologist should be
consulted.
