We conducted a series of noise analyses between 1980 and 1986 along the SPRR track in the Chico area and also have on file a study done for Dan Drake in 1976 by Fitzroy/Dobbs, an acoustical consulting firm from Marin County. Our measurements of train noises along this track in 1985-1986 produced values of 78 dB at 70 feet for freight trains at grade crossings. The Fitzroy/Dobbs study, conducted on a larger number of trains passing trough came up with a value of 72.8 dB at 115 feet. Their estimation of the 65 dB CNEL line for the track at Eighth Avenue was 285 feet from the center line of the track. We use the U. S. Department of Housing and Urban Development methodology for computing LDNs, which HUD officials claim produce higher values. Our field measurements of trains along this track indicate a 3-5 dB higher value for calculated versus measured noise levels. Worksheets with our computations are attached an show a value of 68 dB at the closest possible wall of a dwelling unit to be con- structed on this subdivision, lots 8 & 9. Lots 7 & 10 will be exposed to about 3 dB less sound, placing them at the 65 dB LDN line. The remaining lots will be subjected to lower noise levels. The Berm/Fence combination proposed for this subdivision will produce -no beneficial effects that cannot be achieved with a well constructed wooden fence. Berms are best for screening low frequency sounds that come from sources lower than the top of the berm. In this location, the railroad tracks are approximately 7 feet higher than the average grade in the subdivision. The only benefit of a berm is to increase the bottom elevation of the fence. An eight foot high solid board fence, with painted plywood sheeting on the side facing the railroad tracks, should be placed on the rear lot lines of lots 79 8, & 9. It can be tapered down to 6 feet at the nearest edges of lots 6 & 10.
