TONING FOR THE SAID AREA.; (2) ONE OF THE'LOTS
TO BE CREATED IS .52 ACRES IN SIZE AND ALREADY
IMPROVED WITH A RESIDENCE, AND THE OTHER LOT

I This is a proposal for a Tentative Subdivision Map to divide .93 acres to
create two parcels, one at .52 acres and one at ,41 acres. The present
zoning is ASR (Agricultural Suburban Residential).' The Chico Area: Land
Use Plan Map of the Butte County General Plan designates this area as Low
Density R.esidenti.al., There are no specific or community plans for the
area.
This project is located within the Approach Zone to the Ranchaero .Airport.
The parcel sizes proposed by this project are not consistent with the
adopted Airport Land Use flan and the Airport Land Use Commission has,
recommended denial for this project. The Planning Commission is
currently considering a proposal to rezone this area to either S -R 1/2 or
S=R 1 to achieve consistency with the Airport Land Use flan, Based on the
conflicts with _ the Airport Land Use Plan this project is retorrimended for
denial.

Ib, le,f: This project will result in some disruption, displacement and overcovering of the soil
associated with the construction of one new single family residence. The soils on site are deep
well drained soils with a low erosion potential. The project is directly adjacent to Little Chico
Creek which runs to the south. Given fixe level nature of the soil, low erosion potential and the
relatively low rainfall amounts received in the area, erosion and siltation to Little Chico Creek
.should, not be a significant impact.
lg: The soil on site is considered to be a prune agricultural soil. However, the property is within
the Chico urban area as identified by the 1980 United States Census. The abitity for the site to
he used for any agricultural purpose has been severely compromised by the surrounding
residential development.
lhs All of, Butte County is located within a Moderate Earthquake Intensity Zone VIIl.
Adherence to Building Codes for Seismically Active Areas should provide adequate mitigation.
8b: Some additional runoff will be generated by the construction of a single family home and
the associated. overcoveriq of the soil. However, significant amounts of erosion or siltation in
Little Chico Creek are not o-,,tpected due to the deep well drained soils, that have a low erosion
potential and the relativct7 low rainfall amounts received in the area.
13a,c; This project will generate an average of approximately 10 additional vehicles trips per day.
Most of the traffic will be directed easterly on Bidwell Avenue to access the main town of Chico,
'Traffic counts in 1989 on Bidwell Avenue at the intersection of Rose Avenue show an average
of 450 daily trips. This ' r Jcct will not increase traffic volume significantly,

13e: The projectis located within the Approach Zone to the Ranchaero Airport. Parcel sizes
and densities proposed by this project are not consistent with the adopted Airport Land. Use Plan.
There is currently a proposal before the Planning Coffitilission to rezone this area to SR -1. The
intention is to prevent any further hind divisions and any increase in, density under the Airport
Approach Zone,, This project will Have to be reviewed and receive approval from the Airport
Land Use Commission prior to any action by the Advisory Agency,
13f Bidwell Avenue is a very narrow winding road that approaches one lane 'in many places.
There are numerous blind corners on Bidwell Avenue and there is a definite 'traffic hazard to
pedestrians and bicycle riders using the road, The Silver Tree No, 2 Subdivision which created.
this parcel had a condition that required that any further land division of this property would
require a pro rata contribution to the double cul-de-sac of BidwellAvenue. To date, no exact
location has been determined for the cul-de-sacs.
The subject parcel has ti barn, or shed structure that encroaches into the right of way along
Bidwell Avenue. 'This structure represents a vehicular Hazard and candiminish. the site distance
along Bidwell Avenue. It should be removed prior to 'the recordation of the final nap.
14a: :Butte County/CDF does not now operate .a ,fire station west of the Southern Pacific
Railroad "tracks, Access to this area by fire trucks can be restricted by train movements, At any
time, the train ran block the trach for twenty minutes under Federal guidelines. Tl average
home burns down in eight minutes.. To serve a growing population on. the west side of town and
minimize the risk of inaccessibility to this area by railroad operations, the lire cepartcrient has
established a fire station building fund. Each developer is required to contribute $75.00 per lot
towards the purchase and construction of a new fire station.
With, the County's current financial situation it is not known whether paid fire protection services
will be available beyond August, 1990. The presence of a pressurized water system and .fire
hydrants in the area will help to mitigate fire impacts should a volunteer only fire protection staff
be in place after August, 1990,
14b. Butte County Sheriff's Department is at minimum, staffing levels. Residents in the
unincorporated areas must realize that response times for police protection are extremely
unpredictable. Responses may be limited to emergency life threatening situations only. This is
County wide impact and cannot be mitigated by any one individual project:
