The column loads supported by these existing .footing/pedestals are very small with resulting concrete stresses below 20 psi in all cases. Even though the reinforcing provided by Mr. Anderson does not meet the code required minimum for pedestals, it should function adequately as a plain concrete footing. That is no rebar at all. Since plain concrete is not allowed in seismic zone, the minimal reinforcing shown in Mr. Anderson's sketch should suffice to hold the concrete together during a seismic event. In addition we asked the contractor to tie the perpendicular concrete porch walls in to two sides of the pedestals to add further stabilization. In my fax to you 8-8-02, 1 ;requested that you provide me with a•list of your concerns. You returned (to me) the same field report dated 5-31-02. 'What I need is a list that is current. Yowthen called Butte County Officials and requested a re -inspection. You faxed them the same field report dated 5-31- 02,,this report is "out-of-date". The Butte County inspector came to the Bidwell job site -and left a correction notice on 8- 8-02. This correction notice requests that you (Architect) do a new field report with a list of "structural requirements". • l pulled my sheetrockers off the job'on Friday, 8-9-02 at 11:00 a.m.. You have had over two weeks to complete your inspection and do a report. I can't delay the job any longer, as I have a time limit included in my contract with the Lee's. P'r'eviously you stated you performed an inspection of the floor joist system. (As a guest of the Owners, I presume, because I did not request an inspection for that from you.) You indicated that you fell through the floor joist by stepping onian inappropriate location. As the General Contractor on this project, I am responsible for anyone performing work on the project. Being that Butte County has requested you perform an inspection at this point, I will be responsible for you and/or,your associates while performing this inspection. Not knowing your capabilities of being "safe" around a residential construction site, I request that you please supply me with proof of Liability Insurance and Workmans Comp. policies (including Gard M. Anderson Construction on your coverages) prior to you or your associates performing the onsite inspection as requested by Butte County. Once I have reviewed the policies, and you have my approval in writing, feel free to tear off any sheet rock you think is necessary to complete your inspection.
