Environmental Setting: Currently the property is a 1.02 acre lot on the southeast corner of Oak Way and Glenwood Avenue in Chico.,. The lot is level valley land, 0%n to 2% slope, at 165 feet above sea level. Soil is !loam, with good surface drainage, and subdrainage. About half the lot is in almonds, the rest is in residential landscaping. There are small birds and animals cornmon to valley 'grasslands and orchards. The lot and surrouiliding area has been rated as "low sensitivity" for archaeological and historical resources. The area west t,f the property, on the west side of Glenwood, is agricultural Zoning is generally A-5 to A-40. The rest of the surrounding area (north, south, and east of the property) is primarily residential, with most lot sizes of about 0.2 to I acre. It has been characterized as "urban development. The Butte County General Plan designation for this area is lova density residential. Current- zoning is ASR. The two parcels immediately south are one acre residential dots, The parcel immediately east was recently subdivided int:, six residential lots of about 0.25 acre each. However, the health problems of a close family ,rnember might require me to make an out-of-state trip on a moment's notice. I am therefore sending thisletter as a safeguard, to enure thatmy comments are entered into the record. . . f have gone over all the materials I received, and also looked through my file at the 'Planning office. During this review, I noticed one thing that concerned me: the wording on the suggested environmental mitigating measures. My proposed lot split would not create two new vacant parcels. it would create one -vacant parcel, and one parcel With my existing residence (which was built about eleven years ago). The current. wording of the mitigating measures is unclear - will these requires lents apply ,only to, new construction on the vacant parcel, or also to my existing residence's' The first mea:cure states "... sprinkler systems shall be installed in all residential structt-ires .. t " The second measure states ". by the agreement to pay impact fees to tate Cl ileo Unified School District." As you can see, both of these could be interpreted as applying to new construction on the vacant lot and also to my existing residence. For instance, when Mr. Weissenbom from CUSD wrote to you; his sample computations for my development specified "two units $5.29 per square foot." He applied the impact fee to both parcels. I think the intent of these measures Is to apply the requirements to new construction on the vacant parcel, It seems unreasonable to charge me over $12,000 in school fees on an y o requireirime ble to retrofit that existing residence with ire : suppression eleven year old house, or suppression sprinklers (at an incomprehensible cast). therefore respectfully requesting that, the wording' be changed to apply only to new co str uction. The State-wide need to construct new schools far exceeds available pro rata State funding; therefore, needed new Chico Unified School District school facilities have not been provided in a timely manner. Local Chico Unified School District revenues generated ,from school impact .fees, coupled with the proceeds from the general obligation bonds approved by the voters in April 1988, will meet the student housing needs generated by local birth rates and previously approved residential developments but will not meet the student housing needs generated by new development.
