�. Environmental Setting:
Currently the property is a 1.02 acre lot on the southeast
corner of Oak Way and Glenwood Avenue in Chico.,. The lot
is level valley land, 0%n to 2% slope, at 165 feet above sea
level. Soil is !loam, with good surface drainage, and
subdrainage. About half the lot is in almonds, the rest is in
residential landscaping. There are small birds and animals
cornmon to valley 'grasslands and orchards. The lot and
surrouiliding area has been rated as "low sensitivity" for
archaeological and historical resources.
The area west t,f the property, on the west side of
Glenwood, is agricultural Zoning is generally A-5 to A-40.
The rest of the surrounding area (north, south, and east of
the property) is primarily residential, with most lot sizes of
about 0.2 to I acre. It has been characterized as "urban
development. The Butte County General Plan designation
for this area is lova density residential. Current- zoning is
ASR.
The two parcels immediately south are one acre residential
dots, The parcel immediately east was recently subdivided
int:, six residential lots of about 0.25 acre each.
Under current zoning and Ch,,-.o sewer connection
restrictions, it appears that the property could be split into
three lots. Because of its corner location, and the sewer lines
on both Glenwood and Oak Way, no other access road or
sewer "trunk line should be needed.

'Planning office. During this review, I noticed one thing that concerned me: the wording on
the suggested environmental mitigating measures.
My proposed lot split would not create two new vacant parcels. it would create one -vacant

To balance the scenario, let me briefly comment on my
situation. I am not a developer, and am not pursuing this split
by choice. My home is on the east half of the current lot, and
always planned on using the west half as an orchard and garden
area. Mgi, the area was fenced, and a drip irrigation system
installed,) Unfortunately, my mother is having some serious
medical problems, and a sictt,iiicant portion of her expenses are
not covered by insurance.
am not telling you about this to try and "get out" of
paying my fair share for the impact of my project on county
services, I just want to clarify and understand what a fair share,
would be.
First of all, you say that I would be required to pay the fee
specified for schools, Does this apply just to new construction
on what would be the empty west lot?That seems fair:
Requiring me to pay almost: $13,000 on my existing horse
certainly does not seem 'fair.
Similarly, you indicate that the final, map must indicate
"requires residential fire sprinkler installation: Would that
apply just to the new construction? "Trying to retrofit my'
current: home with a fire sprinkler system would be "out of
sight.
Finally, I also received a notice from the county fire
department. They indicated the effect on fire protection could
be mitigated by paying a substantial sum into their fund. Should
this be considered an alternative to the fire sprinkler system,
or am I to understand that 1 must both pay this fee and have the
sprinkler requirement?

The District continues to be a participant in the State School Building Program wherein
the cost of constructing new school facilities is shared by the State and by the local
district in a pro rata fashion. The State-wide need to construct new schools far exceeds
available pro rata State funding; therefore, needed new Chico Unified School District
school facilities have not been provided in a timely manner. Local Chico Unified
School District revenues generated ,from school impact .fees, coupled with the proceeds
from the general obligation bonds approved by the voters in April 1988, will meet the
student housing needs generated by local birth rates and previously approved residential
developments but will not meet the student housing needs generated by new
development. The District anticipates housing increasing numbers of students in
interim facilities until funding becomes available to construct new schools:

Since District elementary, junior and senior high schools are filled to capacity, it is
evident that students generated from the Tames R. Pinkert tentative parcel map cannot
be served by existing facilities. In addition, there is currently no funding mechanism
.that will enable the District to provide facilities for these students.
Based on. the District's .43 student yield factor per average (1,280 square feet) house-
hold; the two residential lots in this development will yield approximately one student
that must be housed in District schools. The District projects that larger residential,
units will yield more than ,43 students per household and smaller. residential units will
yield less than A students per household. To adjust for the higher student yield factor
in larger than average households and the lower student yield 'factor in smaller than
average households, the District utilizes a mitigation fee based on square footage of
habitable space in each household.
