Special Inspection: Concrete - Per UBC Section 1701.5.1, a special inspection is exempted when "structural design is based on an f'c no greater than 2,500 pounds per square inch (psi)." Our building drawings require the contractor to provide 3,000 psi (fc) concrete, but the structural calculations are based on 2,500 psi. The proposed use will not impair the integrity.and character of the zone in which the land lies, and that the use would not be unreasonably incompatible with, or injurious to, surrounding property,'or be detrimental to the health and general welfare of the persons residing or working in the neighborhood, or to the general health, safety, and welfare of the residents of the County as supported by the following facts: 1. The use will not generate any noise, significant light, or traffic that would conflict with adjacent residential land uses; and 3. The use will not create any aesthetic impacts as it will be landscaped for compatibility with the surrounding residential homes; and B. Minor changes may be approved administratively by the Director of Development Services, the Director of Public Works, or. the Director of Environmental Health, or designee, upon receipt of a substantiated written request by the applicant. Prior to such approval, verification shall be made by each Department or Division that the modification is consistent with the application, fees paid, and environmental determination as conditionally approved. Changes deemed to be major or significant in nature shall require a formal application for amendment.. 1'. Any above the ground emergency facilities shall be within a convaulted tank with concrete secondary containment and approved by the Fire Marshall and/or Environmental Health Department. 2. Perimeter landscaping shall be provided to screen the facility. The landscaping shall include evergreen trees and shrubs and a permanent irrigation system. 3. Obtain an encroachment permit and construct driveway approach in accordance with County standards. Prior to issuance of building permits submit road and drainage improvement plans for the installation and construction of one-half of the. street on West Sacramento Avenue to RS -2A standard, including, but not limited to, P.C.C. curb, gutter and sidewalk and the required street section. Construct or install the required improvements. 4. The applicant shall comply with all other applicable state and local ordinances, statutes, and regulations.
