Lindo Channel supports till Intermittent corridor of riparian vegetation. Potential impactor to riparian vegetation were not considered significant for a MImber of dif- ferent reasons: I. Bank disruption and armoring resulting from out:fal.l construction is limited to a few square yards. 2: Summertime flow into the partially dry channel, will suppirt area vegetation. According to the Chico Urban Area EIR, the California Regional. Water Quality Control BoaLd believes that no large-scale or gross pollution impacts are likely to result from urban drainage discharges, assuming typical residential and commercial urban developments rather than intensive industrial uses or other uses capable of generating concentrated contaminants. The primary time at which general urban drainage contaminants are of concern is during the first storms of autumn after the dry summer period. A grease and sediment trap could be installer; in the outfall or inlets to further restrict any urban pollutants from reaching Lindo Channel. The additional drainage from 37 lots will. result in an insignificant increase in drainage into Lindo Channel. The final concern expressed by residents was timing of -infra_- :truc ture Avenue such as the new school, fire station, and struce bridge. The Schoo' District has applied for a Use Permit to establish the school. The exact construction schedule, if the Use Permit is approved, is up to the School District. The County has no jurisdiction in this case. According to Battalion Chief Holmes, approximately $30,800 has now been collected for the fire station. He intends to start shopping for a suitable piece of property. Construction of the new station and 140117 Avenue bridge are subject to the availability of State and local finan- cing. Both of these improvements will benefit the entire commun° ity and are beyond the control of one subdivider. Recommend two additional conditions Ww\ 3 Contribute a pro rata share toward the ih8hallation of a traffic signal at West l.lth and The Esplanade, and East Avenue and Cusick Avenue. c'Ov4p 9.
