As stated in our previous correspondence of April 5, 19840 this subdivision alone would not have major impacts on Highway 32 traffic. Caltrans is concerned about potential impacts from the combined traffic generated by Walnut Grove, Leisurewood. Estates, Walnut Wood, Big Chico F,statea and numerous other residential and commercial proposals in this area. We urge the County to work jointly* with the City of Chico and the Butte County Association of Governments to develop a plan to finance improvements to the ;local street and highway neWork. No. 43-01-57 Gontlemeni Pir.ase accept this letter as my response to your letter and Environmental checklist For dated March 14, 1984. 1 have reviewed the Environmental Checklist and the discussion items under Section V attached, thereto and find them .to be in general accord with the proposed project. 1 would like to comltisnt on several of the items discussed in Section V: lb, 4a, & 4d; The ten acres of walnuts will no longer be in commercial production. However, the entire walnut orchard will not be uprooted. Special care will be taken to locate interior roadways and t08 denceS such that a minimum number of trees will require removal, thus enhancing the attractiveness of the development. 8f The incorporation of a low -flow seepage well in the storm drain outfall, system is beneficial when the outfall discharges int? a yearlong stream th,,t supports acquatic life, Undo Channel is an ephemeral stream which only flows in direct response to percipitation; Undo Channel's primary function is to carry storm water when Big Chico Creek is at capacity. Water is diverted ;into Undo Channel when winter rains or spring snow melts result in more water than Big Chico Creek can carry, Butte Co. planning Dept. Laura Tuttle April 26, 1984 Page 2, 13 13f. 14, 11c It is highly improbable that pollutants draining into Lindo Channel (i.e. from car washing and landscape watering in summer) could reduce the water quality in Big Chico Creek. When Lindo Channel has water flowing in it, even during low flow periods, Big Chico Creek has maximum flow. When13±q Chico Creek has low summer flow, Lindo Channel is dry'. The increased traffic resulting from this project has been addressed by Caltrans (,letter enclosed) Left turn lanes on Highway 32 at West Lindo Avenue are not warranted. As the tentative map presently exists, access to Lot 1 could potentially be a safety hazard due to the limited sight distance over the Southern Pacific Railroad crossing: The Department of Public 'Works has determined that West Lindo Avenue is a 35 mph speed zone. The minimum stopping sight distance for 35 mph is 250 feet. To meet this minimum sight distance for the access to Lot 1, the easterly lot line will be moved 40 feet east of its present location. In addition, a one -foot wide no access strip should be located on the frontage of Lot 1 tri restrict access to the east side of the lot. Access to Lots 6 and 25 can ,be limited to the interior road by requiring e)Pa"Ebot no access strip along the West Lindo wue frontage of Lots 6 and 25; ,Based on calculations provided by Chico unified School District, this 26 -lot subdivision will generate 12 school childron= Of the 12 students, six would attend Citrus Elementary School, three Would attend Chico Junior High. Results and Recommendations No evidence of prehistoric or significant historic use or occupation was observed during the field inspection of the parcel. in view of the. negative results also produced during the records search, archaeological clearance for the proposed subdivision project is recommended.
