This letter responds to youx letter dated April 25 1900
Regarding the initial study for the referenced project.
Enclosed please find 1 copy of the recently completed
Archaeological Survey of the Jessee Property, Completed
by Dr. :Frank E. Bayham: As you can see from its results
and recommendations section, no mitigations are required.
The subdivider has agreed to the following mitigation measures:
16 The subdivider will instal] a sound attenuation
wall along the property line common to the Southern
Pacific Railroad right -of, -gray such that the line -of
.sight between the engine noise epicenter ('7 feet above
rail height) and the window height of units on ;lots
contiguous to the railroad right-of-way will be
obscured. The sound attenuation_ wall will be e
combination of an earth berm, and wood fence, similar,
to the wall constructed at the West Park Subdivision,
South of West Eighth Avenue, Chico.
2 The subdivider will p t a note on the final map
stating that the multi -family construction standards
of the Uniform :Building Code regarding noise*ill apply
to all construction writhin the subdivision.
3. The developer will pay his pro -rata share for the
traffic signal costs at East Avenue and Cussick,

California State University, Chico to conduct an
archaeological survey of the Jessee Property (AP # 43-040-101 )
located in the city of Chico, California (Map 1) This
property is located. in Butte County in Township 22N, Range 1 E,
Section 21 of the USG;S Chico Quadrangle, 7.5' Series,
California (Map 2), The purpose of this surrey was to
identify, record', and evaluate any cultural "resources which
ma?f have been present within the property boundaries. The
parcel consists of 5.'67 acres of .Land which is currently under
cultivation as an almond orchard. The proposed project;,
consists of a 16 parcel :sub -division and road construction.
In April of 199'0, an on -foot archaeological survey of thc3
entire project area. was performed'by Lisa Swill.inger. No
archaeological sites or, features were recorded during this
survey.
ENVIRONMENTAL- SETTING
The project' area lues within the alluvial plain of the
Sacramento River on the valley .floor, approximately 1/5 mile
south of Lindo Channel. The project is roughly rectangular in
shape. It is located within the Great Valley plant belt, as
defined by Storer and Unsinger (1963). Vegetation within the
project area consists mainly of mature, evenly -spaced almond
trees, with somee wild grasses, grains; and flowers growing in
between the almond rows. This ground cover had been freshly
mowed, and therefore ground v sibill.ty varied from moderate to
good:
Extreme roder.„t disturbance was evident throughout the
entire project area. Additionaliv, there was, some evidence
left behind by domesticated dogs and cats. Numerous ant hills
were also noted.
The soil is Vina fine sandy Loam, as defined by the U.S.
Department of Agribulturets Chico Soils map (1925). The soil
was light brown it color, and tYere were very few rocks or
pebbles except along the existing roadbed of 'West 12th Avenue
which serves as the prloject area{s northern bouh; aryy.
Numerous almond husks and petals were noted on the surface, as
well as, some walnut shells which were located in the extreme
northwest corner, of the project area:

PRE -FIELD RESEARCH AND CULTURAL CONTEXT
A record search for this project was performed by the
Northeast, information Center at California. State University,
Chico on February 23 1989 (Information Center File # L89-11).
While there were no recorded archaeological sites located
within the project area, the area was considered to be
sensitive for prehistoric cultural resources due to the
proximity of Lindo Channel and the known existence of several
unrecorded ethnographic village sites along this channel..
Therefore, an archaeological survey was recommended (see
Attachment 11,01) ,
Prehistorically , the region may have been inhabited as
early as 9000 B.C. (Kowta 1988:47). Current interpretations
are based on the idea that early occupation of the Sacramento
Valley may have been by Hokan-speakers, a linguistic group
represented by such groups .as the Pomo' 'and the Yana. Arrival
in the area of Penutian-speakers, such as the Maidu occurred
hater, displacing the Hokan-speakers into peripheral foothill
zones (Kowta 1988:183).
Ethnographically, the project is located in 'territory
traditionally claimed by the Mechoopda, a branch of Konkow,
also known as the Northwestern Maidu (Riddell 1978:'370;Kowta
1988;170), There are two recorded ethnographic rancherias
Within a one -mile radius of the project area. CA -BUT -295 is
recorded as the relocation site of "Bidwell's Indians" from
1849 to 1868, and CA -BUT -574 is listed as an historic
rancheria associated with General Biclwell's estate. This site
was also known as both the Chico Rancheria and The Mechoopda
Indian Randheriai Additionallyj the Northeast Information
Center, has had reports of other ethnographic village sites
which were located somewhere along Lindo Channel. To date no
recordation of this type. of site has occured along this
portion of Lindo Channel.
Historically, this land was included in the 269000 acre
tract bought by General John Bidwe-il in the 1840►s. He
purchased this land from William Dickey and Edward A: Farwell,
the original grantees of Rancho Arroyo Chico (Hoover et al
1466:36). In 1865, General Bidwell began construction of the
still."existing Bidwell Mansion, located aprrokimately 1 mile
southeast of the project area. This mansion became the social
and cultural; center for the north�!Pn Sacramento Valley, and -
today Chico is still e cultural center for the area.

ii r ELD METHODS
A complete on -foot intenz:ve archaeological survey was
performed on. April 15, 1990. Transects were walked in a east -
to -west direction, spaced approximately 10 meters apart.
Ground visibility varied from moderate to good, with a 2 -to -3
inch ground cover of wild grasses being present between the
mows of almond trees. Extreme rodent disturbance was evident
and afforded a good opportunity to examine the surface soil..
This survey strategy is believed adequate to have identified
any cultural resources which might have been present within
the project area,
RESULTS AND RECORMENDATIONS
Some modern trash was encountered, with A concentration
of this material being located close to the existing road to
the north, and the existing railroad bed t, -)the west. This
modern trash included such things as plastic bags, cups, and
soda containers, paper napkins and, newspaper, beer bottles,
cigarette filters, and the remains of a broken bicycle pump.
Within the orchard were noted many small chunks of white
styrofoam, torn -up empty bags of concrete, and an existing
sUb-surface irrigation system with metal 1)iping and a pump
located above the surface4
too archaeological features or artifacts were identified
in the project area during this archaeological survey. In
view of these findings) we recommend that archaeological
clearance be granted for this project. As with any surface
survey; sub -surface cultural material's may exist within
project boundaries which were hot detected by this
archaeological survey. If any subsequent cultu=ral resources
are encountered du'r'ing any phase of project operations, all
i��ispection of both the site work should cease in thQ area of the find pending an
