This property is located`in Chico between West 11th and 12th Avenues, just west of Highway 32 (T22N, R1 E. 'USGS Chico, CA. 7,5' series quad, sae map 1). The .:proposed project, a parcel split of the cIasse=Dias property into two almond orchards Of 4.95 and 9.04 acres' respectively, was considered archaeologically sensitive due to its,, closeproximity to tile" Undo Channel combined with the fact,Aha there .. exists along this channel several unrecorded ethnographic villageR sites. This archaeological survey was conducted in order to locate any' cultural sources that are within the boundaries of the, Dias- property, to determine significance of these resources, to anticipate harmful impacts to these resources, and to recommend mitigation measures:, Prefield Research and Cultural Context; The Northeast Information Center records were consulted to determine if any surveys had been completed In the area and to 1pcate ouslY recorded archaeolo ica( sites an or near the property, PreviIn' „ addition, the Handbook of North American Indiahs Volume 8' (Riddell 1978) The Archaeolo and rehistory of Butte tie`s' 4LY P 1'l. Pd Iuma COL1. (Kowta 1988); and the Hationai' Realster of Historic 'Places (Greenberg 1076) were consulted for prehistoric and historic background of the.' area in question. Prehistoric occupation of northern California reaches back at least 9,000 , yearn .,Native Americans in California were culturally anc linguistically 'diverse (Kowta 1988; Xi oeber 1925). The 'Native . American group that ethnographically occupied the Valley floor east of the Sacramento Diver, in the area of Chico, were the Mechoopda, a tribelet .of the 'Northeastern Maidu '(Dryer 1984; Riddell 1978), Prehistoric , occupation is most readily evident by three archaeological ' site types: bedrock :mortar stations, cave sites, and lithic scatters." In additloh to Chico's prehistoric heritage, this area Was historically significant primarily, due to the activities of General John q 2 Bidwell and fiis wife Annie Bidwell, during the late 19th century. Furthermore, Asian and Mexican populations occupied Chico at the turn of the century ' (OHP 1982). Historic sites are most evident by can scatters, trash' piles, and habitation remains, Eigid Methods The entire 9.04 acre Dias parcel was intensively surveyed on March '18, 1989 {tby this author. This consisted of walking east -west transects at approximately 10, meter intervals. Grcund visibility .was fair -good with portions between the almond trees partially cove'r'ed with new grass 3=4" in height. zurvey Remelts and-Recomendst ons No, archaeological features or artifacts were identified, in the project area during this archaeological survey. Based on the in of identifiabie historic or prehistoric materials we recommend, that clearance be granted for this project. If any cultural resources .are " located in the 'iutore a professional archaeologist should be notified. b q h ii i 'ferpn s Cited Dreyer, William 1984hL"C;" c etilement Stmt ,c les in a Portion of the Northern Sacramento Vallev, California, unpublished M,A. E;VAT.T-TAATSON 5+ae attached., , y4y 1 DISCUSSION OF ENVIRONMENTAL EVALUATION AP: # 043-040010 (portion) and 101 Jb,e,3b; Development of this site will result in the disruption, displacement, compaction and, overcovering of the soil as a result of adding 28 residential lots. This in turn, wiii reduce absorption rates due to the increase in impervious surfaces created from residential dwellirY knits, driveways and associated streets. Grading and disruption of the soil is expected. to -• minimal due to the level character of the site and therefore, leading to a minimal expecxi,a increase in wind and erosion of the soils. In addition, the project will be required to hook up to an existing storm drain system that eventually terminates at the Lindo Channel. In addition, construction of the site will be ,required to incorporate erosion control standards enforced through the building department. Therefore, these impacts are expected to be miriimal .and a significant impact will not occur on site, 1g; The subject site is locaid in an area identified as having prime agriculturally productive ;oils, However;, the, site is Jso located within a designated urban area. As such; no significant impact will take place 1h There are no known faults or other geologic hazards known to exist within the immediate vicinity of this site. However, all of Butte County is located within a Moderate Earthquake Intensity Zone VUL The construction of the buildings on the site will be required to comply with the Uniform Building Code Standards for seismic and earthquake active areas. Therefore; this impact is not expected to be significant. 4d An existing almond orchard will be eliminated as a result of development of this site. The area is within a designated urban area and development is occurring all around the site. -- - Therefore, this impact will not lead to a substantial, reduction in an agricultural crop. 6b: The subject property is located adjacent to the Southern Pacific Railroad right-oVway which is identified as a noise source in the Butte County General Plan Noise Element. The Noise Element indicates that property located within 800 fetJ. of the railroad tracts will be: subject to noise levels higher than 65 dB CNEL. I.And located Within 1,100 feet cf the railroad, tracks will be subject to noise levels in excess of 60 dB CNEL. Policies contained within the Noise Element indicate that development, such as that proposed, is conditionally acceptable so long as a detailed analysis of noise reduction requirements is made and[ needed noise insulation features are I included in their design. Conventional construction, with closed windows and a fresh air supply system or air conditioning will normally .suffice Properties located within 400 feet of the railroad tracks are subject to noise levels greater than 70 dB. These are: considered normally unacceptable, The Noise Element stafies that a detailed analysis of noise reduction requirements must be made and needed noise insulation features included in the design" The areas within 200 feet of the ,railroad tracks are subject to noise levels in excess of 75 dB. The 'policies of the Noise Element indicate that new construction or development of residentialor duplexes should generally enerall not be undertaken. Cotrments received from S'outhern Pacific Railroad would indicate that a sound wall for both noise attenuation and safety consideration be: constructed along the property boundary cornriion to the project, find the nillroad right -of way, Additionally, the Uniform Building; Code Standards for multi -family dwellings require interior noise levels to be achieved that meet the standards of the Noise Element; which is 45 dB CNEL. It should be noted that the building construction standards will hav6 no effect on outdoor ,noise levels, The two related projects located immediately south of this site were required to ccn5truct a 10 foot high solid block wall along the western property line o partial mitigation. r5 S. This project conforms with the planned land use for the area; 16 lots will be designated for single family residences while the remaining 6 are proposed as split duplexes. While the zoning does permit split duplex lots, the character of the area is predominately detached single family dwellings. However, development to the immediate south has been approved to allow for split duplexes along the Siouthern Pacific right-of-way. Therefore, this development would be consistent with development recently approved to the south, 11: This 'project, will result in a population density of 4.93 dwelling units per acre. The average density experienced throughout this area is less than four. However, this density is well within the maximum permitted by the zone and will be .onsistent with recently approved development to the south. 13atc: This protect w' g pp ' 'tely 280 trips per day on the area streets. Traffic ill generate a l,, *.;. coutlts on West 11th indicate the average traffic volumes of 2,000 plus trips per day. As such, this project will represent approximately a 14% increase to area streets: Traffic from the project will most 'likely head east to the Esplanade through Holly Street extension intersection or north to East Avenue via the Guynn Avenue Bridge or Cussick Avenue Fridge. Eventually a new bridge will be required at Holly Avenue. Street facilities ltii and t rove lana ees required by the p County will cover installation of traffic lights Esplanade and a new bridge on Warner Street, south of East Avenue. It is recommended that the applicant pay a pro rata share towards the installation of traf{` . signals at Guynn Avenue and East Avenue and towards other bridge improvements needed in the area. 13+x: Approval of this project ect will result in ani incremental increa: ` in pressure to alter the p P J to the residential and commercial development occurring along the ailroad railroad. tracks) pressure may be placed oft railroad operations to reduce noise levels or P potentially to relocate at some time in thefuture. ,This may affect or alter the future movement of goods through the Chico area by railroad: 14a: Additional development on the west side of Chica will impact the Fabillty of the fare department to provide adequate fire protection. Similar projects have agreed to pay $75.00 per lot to the `'hest Chico Fire Station fund to provide for land and construction of a new fire station on the west side of Chico. This project will be flequired to pay the same fee. County Sheriffs Department is at minimum staff. Residents of the i4b: Currently , the utte area should not expect routine patrols and responses may be limited to emergency situations only. This section implements the statutory provision allowing'a waiver of CDQA time limits where the project will be sub- ject to NEPA as well as CEQA. The regulation. supplements the statutory provision by Lpplying this principle to ` Situations where a Negative Declaration under CEQA is prepared jointly with a Finding of No Significant Impact under NEPA. The"`section .adds a requirement that rMY state agency invol%ed make a final decision on the project within the federal time limit if that period is longer than the state time limit. This provision is necessary to avoid an interpreta4;ion that would provide that no time limits would apply to a state agency at all under this section. Existing orchard lands will: be removed from production as a result of this project. Since there is already compromised by urban development, this will not result in a significant loss of agricultural production:, 6:a..; 'Traffic and residential noises associated with 50 new dwelling units will, marginally increase noises in the area. Noise levels generated by traffic should not be significantly different from other urbanized areas within the Chico Urban Area. OiZ The subject property is located along the Southern Pacific Railroad right; -of -way which is identified as a noise source in the Butte County General Plan Noise :Element. The. Noise Element indicates that properties located within 800 feet of the railroad will be subject to noise levels higher than 66 dB (CNEL) Land located within 11.00 feet of the railr6ad tracks will be stabjedt to noise in excess of 60 dB (cim ). Properties loz, oited within Aux feet 'of the railroad are subject to noise levels greater than 70 dB These areas are considered ftormally.unadceptable4 The noise element states that a detailed analysis of the noise reduction requirements must be Made and need noise insulation features included in the design. Areas within 200 feet of the railroad tracks are subject to noise levels in ,access of 15 dB, The ;policies cf the Noise Element indicate, that new construction,or development of residential or duplex uses II l' ahold generally not be undertaken. Comments received from the southern Pacific 'Railroad Company indicate that a sound wal;L for both naive attenuation and safety considerations should be constructed along the property boundary common to the project, and the railroad right -of ,gay, Additionally, Uniform Building Code Standards from multi -family d,welLli,ngs require interior noise levels to achieved that meet the standards of the Noise Element (45 dB CNEL interior) It should, be noted that building construction standards will have no effect on =outdoor noise levels. 71- Qutdoor lighting associated with this project should be directed so as aot to interfere with neighboring properties or streets ax This project is proposed for split duplex development. While this type of use is permitted within the zoning designation, the character of the area is predominantly detached single family dwellings. t)evealopment of 50 split duplex lots may not be compatible with neighboring uses. Eventually, a neer bridge ,willlbe needed at Holly Avenue. Street facilities improvement fees requited by the county will cover .installation of traffic lights at. It is recommended that the applicant pay a pro aata `share towards installation of traffic "signals at Warner (Holly) and West, 11th and, towards other bridge improvements needed in the area. 1.3e: Unless some action is taken to reduce noise levels experienced by attupants of the project, pressure may take place to alter the railroadOs operation. Such alterations could have a significant effect an rrLovement of goods to and through the Chico area by the railroad, See. also Item No 6b. 14: This project will represent an incremental increase in demand for public services in the area, 14a! In agreement with the Centers l recommendation a portion of the Jesse -Dias parcel was surveyed for cultural resources: This property is located in Chico between West 11th and 12th Avenues, just west of Highway 32 (T22N, R1 E. USGS Chico, CA. 7.5' y series quad, see map 1). The proposed project, a parcel split of the z Jesse -Dias property into two almond orchards of 4.95 and 9.04 acres Y respectively,, was considered archaeologically sensitive due to its , close proximity to the Lindo Channel combined with the fact that there exists alone; this channel several unrecorded ethnographic village sites. This archaeological survey was conducted in order to locate any cultural resources that are within the boundaries of the Dias property, to determine significance of these resources, to anticipate harmful impacts to these resources, and to recommend' mitigation measures.. Prefigid Research and Cultural context The Northeast Information Center records were consulted to determine if any surveys had been completed in the area and to locate any previously recorded archaeological sites on or near the property., in addition; the Handbook of _North American Indians Volume 8 (Riddell 1978), The Archaeology, and Prehistpry of. Butte and Plumas Counties (Kowta 1988), and the ;National Register. of Historio_Places (Greenberg 1976) were consulted for prehistoric and historic background of the area in question: Prehistoric occupation of northern California reaches back at least 9,000 years. Native Americans in California were culturally and linguistically diverse (Kowta 1988; Kroeber' 1926). The Native American group that ethnographically occupied the Valley floor east, of the Sacramento Ri° °er, in the area of Chico, were the Mechoopda, a. tribelet of the Nonlleastern Maidu (Dryer 1984, Riddell 1978). Prehistoric occupation is most readily evident by three archaeological site types bedrock mortar stations, cave sites, and lithic scatters, In addition to Chico's prehistoric heritage, this area was historically significant primarily, due to the activities of General John 2 Bidwell and his wife Annie Bidwell, during the late 19th century. Furthermore, Asiu o and Mexican populations occupied Chico at the turn of the century (bHP 1982). Historic sites are most evident by can scatters, trash piles, and habitation remains. Field Methods The entire 9.04 acre Dias parcel was intensively surveyed on March 18, 1989 by this author. This consisted' of walking east. -west transects at approximately 10 meter intervals. Ground visibility was fair -good with portions between the almond trees partially covered with new grass 3-4" in height. Survey Results and Recomendations No archaeological features or artifacts were identified in the project: area during this archaeological survey. Basedon the absence of identifiable historic or prehistoric materials we recommend that clearance be granted for this project. If any cultural resources are located in the future a professional archaeologist should be notified. w s 4E 7777 Referonce5 Citad V Dreyer , William 1984 Prehi-toric Settl m nt StratAg1es in a Portion of the Northern Sacramento Valle y California: unpublished M.A. Thesis.
