We sent you a warning letter dated April 23, 1991 notifying you that
you are in violation of the Butte County Code at the above referenced loca-
tion. As of this date, the following violations still exist.
Failure to obtain permits, inspections and approvals for garage
conversion to single family residence in violation of the 1988 Uniform
Building Code adopted by Section 26-1 of the Butte County Code as
follows:
(1) Section 301(a) Permits Required
Z-2) Section 305(a) Inspections -Required
(3) Section 305(d) Inspection Approval Required before Use or Occupancy
(4) Section 502 Change in Use Requires Conformance to Code
The above violation shall be corrected or abated by obtaining the necessary
permits from this office to convert the building to an approved use within
the zone, obtain a use permit from the Planning Department or obtain a
60/640 within thirty (30) days of the date of this letter.
Unless the violation(s) is (are) so corrected or abated, a citation shall
be issued to you to appear in court for said violation(s) and for failing
to comply with this notice. Upon conviction of said violation(s) or for
failing to comply with this notice, penalties shall be imposed and a Notice
of Violation recorded' in accordance with Section 41-7 of the Butte County
Code.

As I had told you during our telephone conversation on
Thursday February 27, 1992 we have not rented that Studio
on Stewart Ave since before we had received the letter
from the Building Department. My husband past away on
January 17, 1992. He had.been ill with hearth problems
the last few months. I am going to put the studio back to
a garage, eventhough it was that when we had bought the.
property. I will try to get it back as a garage within
the next 6 months.

RE: Special Inspection 20-91
(A.P. #43-241-03)
With reference to the above subject and your request for inspection of the
conversion of a garage to a single family dwelling (R-3) at 1246 Stewart
Avenue, Chico, the inspection was made on May 29, 1991.
The conversion was built by a previous owner without permits and inspections
from this office, so we were not able 'to perform the required inspections
during construction.
We therefore made a reasonable visual inspection, without going on the roof,
under the building, or in the attic and found the conversion appears to con-
form to the intent of code requirements, except for the following items which
must be done or resolved:
(1) Obtain Planning Department approval for second living unit in
R-1 zone, 60/640, or existing non -conforming.
(2) Provide Environmental Health Department approval for sewage
disposal and water supply system.
(3) Remove and replace P.V.C. water line inside structure.
(4) Verify heat source capable of heating unit to 70° three feet off
floor.
(5) Provide adequate electrical convenience plugs, two (2) kitchen
circuits, main disconnect and grounded systems per National Electric Code.
(6) Provide one-hour firewall at property line wall, openings are not
allowed.
(7) Remove plumbing and reinstall per Uniform Plumbing Code
requirements.
(8) Provide adequate clearances at space heater and stater heater flues.
(9) Extend P.R.V. line to 6" to 24" off grade.
(10) Remove hazardous lighting fixtures in closet.

(11) Verify adequate foundation per Uniform Building code.
(12) Provide 6 inch wood to ground clearance at the exterior of

warranty as to the internal soundness of said conversion.
It is now in order for you to submit complete plans in duplicate to this
office including plot plans, floor plans and structural details, apply for
the required permits, and pay the appropriate fees. -
The permit must be obtaind and the above listed items completed within thirty
(30) days of the date of this letter.

in front of the main house into living quarters. It is occupied
continuously as a rule,. but happens toO ac;:nt at this time. This
structure sits right on the property 1"ine which has never presented
a problem until now. A small bathroom was added along with some
sort of heating for both water and interior space.
My concern is the danger of fire. Each year the weeds and grass
are allowed to grow tall and dry, presenting a real problem.
In addition to this, I observed a clothes washer in the main
house which has been placed in front of a rear window with the
drainhose protruding, allowing the water to be pumped onto the
ground outside.
I don't wish to sound like a crank. I bring these things to your
attention because of the potential health and fire hazard this
situation presents to my family and property.
The last owner I have record --f is a Linda Carter, Ph. -4 1-209-
537-4325. I believe this id a San Jose number. it
I didn't realize this was an illegal rental until a friend
pointed it out to me last summer. I hope this situation can be
resolved before anyone else rents it.
