III. DISCUSSION OF ENVIRONMENTAL EVALUATION
This project involves the construction of a 252 square :Cook, concrete
slumpblock (or 'possibly brick) building of one story to house the
equipment .for a well of the California Water. Service Company
(G.W. S . C.) els past of the Big Chico Creek estates Subdivision,
water was to be provided by C.1V.S:C. Tho proposed well is required.
as a crater source for this residential subdivision (170 lots) and
for this area to help the applicant meet their public utility ob-
ligation to provide water service for domestic use and faire pro-
tection. An additional well may be needed in this vicinity as
buildout of the subdivision occurs and the surrounding area develops
with more dwellings.
lb: The project would involve the conversion of a 0.27 acre site
with farwell loam to a non-agricultural use. However, the site and.
surrounding area are designated ,for res.dentia.l use by the Land
Use Map of the Butte County General. Plan. Preserving prime agricul-
tural Land, as recommended by the Land Use Text, would be difficult
in this area clue to the res:i.dential developments already approved
or likely to be approved in the near future.
3h,i, 16c: According to Dugene Grant of California Water Service
Company, the proposed, well would extend 500 feet•t beneath the
soil surface. The expected :flow for the well is at least 1.,000'
gallons per minute. Normally two or three aquife- 5 would be tapped
by a well of 500 :feet in depth in the Chico area. 7e well of this
type would normally serve up to 480 dwelling (l w4 ;ger 160
acres with an average of 3 dwellings per acre).
The well would be part of tha overall system of C.IV.S C, A sub-
stantial reduction in the amount of water otherwise availablefor
public water supplies would not occur, Valley aquifers have been
plentiful and productive in the Chico area without pro'ilems of
shortages to date. Specific data about the quality of the water
will not be known until, later, but it is expocted that the water
duality will be good for domestic use:
The Butte County Environmental Health Department and, the California
Department of Health are involved in approval of the construction
and operation of facilities such as the one proposed. Any new
coater source for a public water system must receive approval by the
California Department of Health, Construction criteria needs to
meet their standards and a permit to operate the well as a public
water system must be obtained. Monitoring of the project from
start to finish would be done by both agencies. The top 50 to 60
feel, o-0 the well would be completely sealed with concrete, Around
the 30" casing would be a small gap' packed with gravel., Gravel
tube;., all gauge lanes and, chlorination tubes will likely be included
in the gavelled section around the cased well.

4c Landscap:i,ng for the area surrounding the slumpblock building
is pl�lnned, to conform with the neighborhood. The lan.d.5c7pin;g
may be similar to that of other C.1V.S.C. water pumping .facilities
in Chico, such as those near Forest Avenue Ind Highway' 32 in
east Chico and on the N.W. corner of Sandi Drive and Morseman
Avenue in north Chico. Trees will be planted near the building
which are low water users. Existing trees will be retained.
bas Noise :from operation of the facility is not pected to be
substantial. The slumpblock building will help mitigate the
effects of any noise generated. Louvres are included in the design
of the building so some noise may be noticeable to nearby residents
or passersby.
ll This new facility and source of water may encourage population
growth at slightly greater densities than would otherwise occur
if both individual septic systems and wells were utilized on
residential lots.
1.3a A small amount of vehicular traffic would 'be associated witli
the facility :for maintenance and monitoring the equip—Mt,
l7ao Howard ,7. S.nydrr, Butte County Environment Health Depart-
ment, indicates that "the well is to be installed under permit and
inspection of the Butte County Department of Public Health." Tom
Reid, Environmental Health, stated that special procedures would
need. to be :followed in the future should sewer lines be installed
as part of a :unitary sewer system to serve the 7rea. This possi-
bility is speculative since the project site is presently 1/2 mile+
from the ultimate sphere of influence for the City of Chico.
19 The architectural design of the slumpbl ocic build.,.ng and its
adobe color should be compatible with the surrounding area. Trees
on the site will be preserved and supplemented by landscaping.
(see item 4c4) Fencing is planned along the south and east
property lines. A G ;Coot rustake ;fence (chain link with good
slats) is planned unless the neighbors desire to cooperate on
installing another type of fence. A brick and rail :fence (similar
to the one along the north frontage) may be constructed along
the west side except for the driveway opining

Station 59 well site Dn Wrest Sacramento Avenue in
accordance with your request of May 5, 1981. An
inspec ,on was made of the well site with Mr. Maris
Moore on. May 11; 1081;
The plot plan review and site inspection indicate the -
well location complies with the Butte County and State
standards. The well construction must comply with the
Butte County Well Ordinance and State Well Standards.
Section. 4019 of the Cal-fornia.Safe Drinking Water Act
requires a water permit amendment for each new well
source. Permit application forms are enclosed *for your

Charlie Woods reviewed the Staff Findings dated August 5,, 1981, adding
that the well Would be subject to PUC requirements also. He also read.
recommendations. Staff recommended approval. There was no correspondence,
The hearing was opened to the public.
]?roponents Gene Grant, Manager of Cal. -Water, 1840 Esplanade, said that
this well would be used not only for this particular area but to augmerit
the water supply in other parts of Chico; and in response to a question,
said that he would guess that the well mould be from S to 6 hundred
feet deep

Commissioner Lambert made a motion, seconded by Commissioner Bennett, to
A. rind that the requirements of the California Environmental Quality
Act have been complied with, and that the proposed project will not
have a significant impact on the environment, and adopt a Ne,BatiVe

B. Approve the use penti•t allowing a well on a portion of AP 43-39-14,
subject to the following conditions, and in so doing make the re-
quired Bindings pursuant to Section 24-47 of the Butte,.County Zoning
Ordinance.
1 Well 18 to be installed under Hermit and inspection of the
Butte County Department of Public 14ealth.
2. Applicant must comply with all other applicable state and
local statutes, ordinances and re:gula;.ioins.
