Road and the Esplanade north of Chico, California. A two-story structure will be coanstructed housing a stare (retail), professional offices and a 16 unit laundrornat Self-service gas pumps will also be installed. The project is being initiated on land zoned C-2 but which has a land use designation of low-density residential. A sewer permit is y being; required due to the large flow 9.' g quantities which the septic system will be required to handle. The assessors parcel number is 4.4-46-49. ENVIRONMENTAL Sr.',TTI"NTG The envLronmental setting at and around Eaton Avenue and the Esplanade is made up of a number of diverse Land uses. The proposed project site is lot 1 of 3 north of Eaton R,oaat between Esplanade and Highway 99! and south of the. 5.U.E.A.D. ditch, All three lots are undeveloped at present. The I area. i}rfmar, developed in the Chico V noise in the area is traffic related. r _P a y III. DISCUSSION or., ENVIRONMENTAL EVALUATION' " 1-b. The construction: of the structural unit and -the, paving of the parking area will compact and overcover a large portion of the total site. h y 2-b. The possibility of septic odor is noted but tot- expected. rotexpected. 3-b#d,,, There will be a net increase in tyle rate and amound of surface water runoff due to the introduction of im- pervious materials onsite during construction. Runoff will collect ofif improvementsand some will find its way to the ditch, since this ditch is dry most of the year, the worst impact would be a minor amount o^f standing water for a short period. 3.-g. A laundromat with 16 ixnits is a high-water 'using facility. Substantial groundwater will be removed. According to the Water Quality Control Board and the County Health. Depart-- meet due to'the quantity of flow that the septic system will have to handle the potential to degrade groundwater quality exists, however, due to'the depth to groundwater ,in the area and the perc, no contamination of groundwater is expected. The project will be subject to regulation by' the t7hatte County health Department and a yearly inspection and investigation by the state Water Quality _Control :hoard, 6-d. The proposal will increase traffic congestion at Eaton & Esplanade as customers use the services provided. The in'crea'se in noise will be due to noise that is generated by vehicular traffic. 8. According to the Land Use Element of the Butte County General plan the designated land use in the area Surround - ,Jag the Esplanade and Eaton Avenue is low-density residential. However, the existing zoning district is C-2. Since other 4cattered commercial: uses exist along Esplanade all the way out to Garner and the zoning permits commercial uses the proposal: represents a slight as apposed to substantial deviation from the intended land use. 10. Gasoline will be transported to the site on a } regular basis; 12 The proposal will provide services which may attract residential development indirectly. 13. The services p~' dattract traffic rather than generate it directly. oAnincreasei-a traffic may be expected on Eaton Avenue (A.D.T. * 2,602) as area residents use the available services instead of driving' on down Esplanade Appendix F - page T b1f 8 into Chicoj. Traffic on Esplanade north of Lassen Avenue has an A.D.T. = 10,622 and no significant impact should be felt on Esplanadeo Some impact may be registered on Esplanade, north of .Eaton] A.D.T. on Esplanade north of Garner Dane equals 1,777 vehicles, 13-fo As traffic 'becomes more congested at the cozener of Eaton and Eaplanade9 there will be an increase in triffic related safety hazards. This will not become significant until the surrounding open"land is developed, 150 The self-service gas pumps will require regular delivery of gasoline, 16.
