Richard M Eiselt is developing a commercial complex at
the corner of Eaton. Road and the Esplanade north of Chico,
California. A two-story structure will be coanstructed housing
a stare (retail), professional offices and a 16 unit laundrornat�

being initiated on land zoned C-2 but which has a land use
designation of low-density residential. A sewer permit is y

The envLronmental setting at and around Eaton Avenue and
the Esplanade is made up of a number of diverse Land uses. The

portion of the total site.

to the Water Quality Control Board and the County Health. Depart--

However, the existing zoning district is C-2. Since other

to Garner and the zoning permits commercial uses the proposal:
represents a slight as apposed to substantial deviation from
the intended land use.
