III. DISCUSSION OF ENVIRONMENTAL EVALUATION
The proponent of this project has applied for the e-pansion o£ a
use permit to allow sandblasting and modi£icatiOlL of the existing
use permit to delete four conditions, The proponent's operation.
is located on the east side of Franklin St., approximately 200
feet south of East 20th St, in Chico. The operat:dn primarily
consists of sandblasting a variety of materials, including the
sheet metal of vehicles, d spray painting carried out jilsi4e
a building.
The applicant's parcel is surrounded by open space and residential
dwellings. The existing land uses in this vicinity of Chico':s environs
are primarily residential, interspersed v, th commercial and Indus
trial, The project site is zoned A-2; surrounding properties are
eithe- hart of the City of Chico (zoned R-3, 0-2), or zoned A-2 in
the count,'. The Chico General Plan designates this area High
Density ','Jidential..
Little, ii any, native habitat tomains in the project areal most
vegetation: consists of exotic landscaped plrnts, or £orbs and
grasses imported by natural means:
