III. DISCUSSION OF ENVIRONMENTAL EVALUATION
The applicant proposes to utilize a portion of 0.74 acres of laird,
located approximately Live miles ,east of Chaco, in Butte Creek Canyon
as a welding, shop, The site is located on the north side of Haney
Run Road approximately 2h miles east of Skytivay. Access to the site
is provided from I°loney Run Road.
The site is bounded on the north by open range land, on the east
by a single family residence, on the west by a vacant homesi.te and
on the south, across Honey Run Road, by a single ;family residence
with farm animals and an auto dismantling business . Currently, one
residence and the shop building occupy the site. The Butte Zounty
General. Plan.designatesthe site Agricultural Residential under an
FR -S zone, the same as for the surrounding; parcels to the south,
east and west. The laud to the forth is designated Grazing and Open,
Land and is zoned VR -160.
Primary environmental concerns associated with this project are
related td potential land use conflicts; potential impacts from
no light glare, odors and hazardous substances are the most
serious concerns. Potential impacts are reviewed in individual
checklist :items in the ,following section

ANALYSIS:
This is a request for a use permit for a welding shop as s home occupation.
in an FR -5 zone: The shop has been in operation for several years, contrary
to the requirements of the Butte Cou.n.ty Code.
When the applicant tried to obtain a building-, permit for an expansion

expansion of 'the use re.quixes a neiv use permit, this application can cover`
both situations',
