on such a permit. Building permits are not required to be signed by property owners unless they are personally
performing their own work. If your work is being performed by someone other than yourself, you may protect
yourself from possible liability if that person appfies for the proper permit in his or her name.
Contractors are required by law to be licensed and bonded by the State of California and to have a
business license from the city or county. They are also required by law to put their license number on all permits
for which they apply.

director of public works, the crown elevation of which shall

This letter is to notify you that you are conducting activities in violation of the Butte County Code at the
above -referenced location. On April 20 and 21, 1996, you held a concert (outdoor activity) at the above
referenced location. The Board of Supervisors conditionally approved your Use Permit. There were
conditions to protect the health, safety and welfare of the public, specifically conditions relating to traffic
safety and sanitation, which were required to be met before a Use Permit could be issued to you.
Holding a concert without compliance with the conditions of the Use Permit and when the Use Pernift
has not been issued is a violation and raises serious questions relative to public safety.
In the meeting held on Wednesday, April 3, 1996, at the Department of Development Services with Bill
Farrel, Director of Development Services, Stuart Edell, Land Development Manager, Craig Sanders,
Senior Planner and project planner for your Use Permit, and Bob Beeler, Supervisor elect for District 1,
you were again told that as of that date and time you had received conditional approval of your Use
Permit, but it had not yet been issued. While there was some discussion about meeting the conditions
of approval of your Permit, it was made clear to you that you could not lawfully have events on your
property until the Use Permit had been issued and you had complied with the conditions of approval. In
particular, you were told and must comply with Condition No. 9 of the Use Permit in for it to be issued.
Specifically, you are in violation of three sections of the zoning ordinance, Section 24-45.65, 24-65, and
Section 24-230(c)(8). These sections state as follows:

To reiterate, you may not lawfully conduct events on your property until the Use Permit has been
issued and you have complied with the conditions of the Use Permit. Furthermore, any additional
concerts that you propose to hold should be postponed or cancelled until such time as your Use
Permit has been issued and until such time as you have complied with the conditions of the Use
Permit. If you continue to hold events which require a Use Permit, such as concerts, dances,
weddings, etc., a citation may be issued immediately to you.
Once your Use Permit has been issued you are obligated and required to comply with the conditions of
approval until such time as the conditions are changed or the use for which the Permit was approved
ceases. If, after the issuance of the Use Permit, you violate the conditions of the Use Permit you may be

RE: Installation of a Mobilehome
(AP 47"03-38)
With reference to the above subject, we have bei�n advised by one of our building Inspectors
that you have not obtained the required mobilehome utilities permit =W the required mobile -
home Installation permit for the mobilehome located on your property approximately 3200 ft.
north of West Cans Highway.
Since permits and inspections are required by both State and County laws, please contact
this office within ten (10) days of the date of this letter, submit three (3) plot plans,
apply for the required petmits, and pay the appropriate fees.
We will also require a recorded c ' opy of the parcel deed showing a 60ft. access to a public
road as it appears this parcel was created In October of 1964 at a time when Butte County
required a parcel map or a 60 ft. right of way. I
In additions your property is located within the Sacramento River Flood Zone and as a
result, the finish floor elevation of the mobilehome must comply with the Special Permit
Zone requirements. This elevation will be determined when plot plans are submitted.
All work must stop until you obtain theme permits and are authorized by our field Inspec-
tor to proceed. This field authorization cannot be made until the existing work is
inspected and approved.
