Dear John:
Please reference my letter of October 16, 1996, in regards to establishment of the 100 -
year flood elevation based on the 1958 flood information provided by the Butte County Public
Works Department (copy enclosed). A copy of the proposed plot plan is also enclosed for your
reference.
It is my understanding that the 1958 flood was assumed to be the 50 -year flood
occurrence and that the 100 -year flood is obtained by adding two feet. Normal flood frequency
curves for streams in the Sacramento Valley yield a difference between the 10 and 50 -year flood
depths as twice the difference of the 50 and 100 -year flood depths.
Using the above assumption of two feet of difference for the 50 -year and 100 -year storms
would yield a four foot difference for the 10 -year and 50 -year storms ' or an elevation of 160.6
less 4.0 = 156.6 for the 10 -year storm. I feel that the original county's assumption of two feet
of difference is probably, and appropriately, on the safe side. And an assumption of two fe�t
of difference between the 10 -year and 50 -year storms would also be more appropriate. This
would yield an elevation of 158.6 for the 10 -year storm and indicate.that the existing orchard
elevation of 159 is above the anticipated 10 -year flood elevation.
To be on the safe side, and allow for positive drainage away from the leach field
location, I would recommend placing a minimum of one foot of imported soil in the area of the
leach field and the proposed structures.

In accordance with the 1958 flood information acquired from Butte County Public Works,
-and based on. a field survey iconducted by this offic ' e, we offer the following information in
regards to establishment of the 100 year flood elevation:
Approximate river post mile location at right angles to the flood plain = 156.6
Approximate 11958 flood elevation = 160.6
Adding 2 feet for the 100 year flood elevation = 162.6.
Adding 1 foot for the lowest finish floor elevation = 163.6
A reference elevation of 160.0 was set at the site therefore, the lowest floor elevation
should be set a minimum of 3.6 feet above the reference elevation. Upon completion of
construction, the lowest floor and adjacent ground elevations should be shot and an elevation
certificate completed.
