EXPIRATION OF APPLICATION
Applications for which a permit has not been issued, will expire by limitation one year after date of application. In
order to renew action on an application after expiration, a new appfication, plans and fees will be required.
FEE REFUNDS
Refunds can only be made upon written request by the personviho paid the fee. The request must be made within
two years from the date of fee payment on permits not issued, . and two years from the date of permit issuance for
permits.issued; however, on issued permits refunds can only be made if no construction work has been done. Filing
fees, plan checking fees for work plan checked and other department costs are not refundable.

We spoke last July in regards to A.P.447-030-039 agricultural
building that had been converted to residential use by predecessor. That use
has long since ceased. I would however, in the future, like to legally convert the
upstairs into an apartment. Due to time constraints I decided it was easier to
move a mobile home in than deal with the building. As soon as my time allows I
will begin the conversion. At present I am attempting to build a convalescent
hospital in Carmel, California. Needless to say with the Coastal Commission,
traffic impact studies etc., it will be a while before the Chico project gets going.
I will however board up the stairs leading up to the apartment and make sure it
is not used.

With reference to the above subject and your request for inspection of the conversion of an agricultural
exempt building to a single family residence at 14751 White Deer Lane, near Chico, CA., the inspection
was made in late 1998.
The construction was completed without permits and inspections from this office, so we were not able to
perform the required inspections during construction. We therefore made a reasonable visual inspection,
without going on the roof, under the building, or in the attic and found the work appears to conforrn to
the intent of code requirements, with the exception of the following items which must be completed or
resolved:

2. Provide a perimeter foundation and verification that the entire structural system is adequate
including foundation and anchorage, floor, wall, and roof systems.
3. Provide a conforming set of stairs at all exits including rise and run, handrails and guard rails.
4. Provide adequate light and ventilation in all rooms.
5. Provide adequate wood - earth separation per code.
6. Provide a firewall between the garage and the residence.
7. Provide a source of heat in addition to the wood stove, capable of producing a temperature of 70
degrees, three feet above the floor.

11. Provide verification that the entire electrical system. is properly installed including bonding and
grounding at the service and receptacles, bonding of interior metal piping, spacing of receptacles,
two 20 amp small appliance branch circuits in the kitchen, G.F.C.I. protection where required,
and wire and breaker size.
12. - Provide verification that all gas piping and appliances are properly installed.
13. Provide a conforming water heater installation including seismic anchorage, and pressure-
. temperature -rel ief Yalve and discharge line to the exterior.
14. Provide a conforming plumbing system per code including all plumbing vents and drains, piping,
and fixtures.
15. Provide a minimum of at least one door with a minimum width of 3'-0," and a minimum height
of 6'-8."
16. Comply with Public Resources Code 4290.
17. Comply with any items identified during plan check.
Inspection by the County of Butte does not act as a guarantee or warranty as to the internal soundness of
said conversion.
It is now in order for you to submit complete plans in triplicate to this office including plot plans,
foundation plans, floor plans and structural details, apply for the required permits, and pay the
appropriate fees.
The permits must be obtained pLi�or to any work being done, and the above listed items completed within
thirty (30) days of the date of this letter.

Dear Mr. Glander & to Whom it may Concern,
Attached to this letter along with your request is a grant
deed copy and a drawing which I have done to put the area in
question on a larger scale to show details.
A check with my Title Company and fieighbori that live around
me it was found that the access road that runs along side the
power lines and the fence to the East has been used as public
access for the use of the residents and the public and by PGE
for over 15 years without restriction. Under the laws of California
of public use the time limit of restricted use has long since
past. At the present time there are 3 parties, F. Howard, L. Howard,
and R. Stemple, with myself and my family be the 4th and last
party to live in that area. The residents now living there have
been there ranging from 17 years to 5 years. Two of the residents,
F. Howard and R. Stemple are at the present time living in Mobile
homes.
After the Receipt of your letter attached, I contacted Mr.
Max Albert, Surveyor in Chico requesting that a survey be done,
to ascertain the height of my mobile home*site. He suggested that
before he took my money to check with you first since there were
two other Mobile homes on the other property and my sight was
the highest sight of the three other locations..With Mr. Albert's
instructions and some sight measurements from the other Mobile -Homes,
and the use of the U,S. and,G.S. maps as elevations indicators, the
floor of my Mobile Home with be at an,elevation of 170.to 172 feet
depending on the height that we set the mobile home up at. He stated
the last few time that he did survey work 4fte other mobile Homes
were akl ready set his work was not even needed after the fact and
he therefore did not want to take my money unless it was needed since
the closest Bench Mark was 2 miles away at first glance at the area
maps� I of course will have the survey done if required. I can at the
present time stand on my sight and just by line of sight look down-
ward at the other resendents in ' the area. Through this�last storm
all the sights including my sight remained high and dry. At my sight
location are the powwr pole, my well which was chosen since it was
the highest location.

For the past 12 years I have worked -in City Government in
the bay area as a civil servent to the public. I worked with
Juvenile offenders and adult offenders as a detedtive. I realize
of course how over loaded public employees are now and the
frustration that is felt by the employees over the demands of
the public. I must say that in Butte county I was treated with
respect and honest help which came as a surprise to me after
working in the bay area. -My wife, whom works for the Federal
Government in this area now also finds quite a change to the
better. Being aware of the overload that I'm sure that you face
could you please expidite this matter as quickley as possible
as I'm caught in a terrible financial bind. Until I can get that
Mobile Home moved on my orchard, I can't close the escrww on my
home in the bay area as all my belongings are there. I'm renting
a small apartment in this area which means that I'm paying triple
rents, PGE bills and it is costing me several hundred dollars,
a month for the qquity advance to close the orchard up here.
Ihave left my employment in the Bay area to devote full time to
the operation of the orchard and being a resident of the area
of Butte County in the Chico area. Time is financially killing
me as it is eating into my cash reserve to operate the orchard
of the next two years to get on our feet.

Dear Property Owner:
An application for a building permit has been submitted in your name listing yourself as the builder of property
improvements specified.
For your protection, you should be aware that as "owner-buildee, you are the responsible parry of record on such
a permit. Building permits are not required to be signed by properry owners unless they are personally performing their
own work. If your work is being performed by someone other than yourself, you may protect yourself from possible
liability if that person applies for die proper permit in his or her name.
Contractors are required by law to be licensed and bonded by the State of California and to have a business
license from the city or county. They are also required by law to put their license number on all permits for which they
apply.
If you plan w do your own work, with the exception of various trades that you plan to subcontract, you should
be aware of the following information for your benefit and protection:
If you employ or otherwise engage any persons other than your immediate Family, and the work (including materials
and other costs) is S300 or more for the entire project, and such persons are not licensed as contractort or
subcontractors. then you may be an employer.
If you are an employer, you must register with the State and Federal Governments as an employer and youire
subject to several obligations including state and federal income tax withholding, federal social. security tixm
workers compensation insurance, disability insurance costs, and unemployment compensation contributions.
There may be financial risks for you if you do not carry out these obligations, and these risks are especially serious
with respect to worker's compensation insurance.

THF, FIRST PERMIT is called the Mobflehome Utility Permit. This permit is for the electric service, waw
lines, sewer piping and gas piping (if required) Lfonn M.H. U -1].
Items required before issuance of 1M.H.U. permit:
1- Plot plans in triplicate., signed by the preparer.
2- Sanitation clearance from the Environmental Health Department for septic and water, (or) TBD,
LOAPUD (or) other utility districts as applicable.

4- Driveway permit (required when driveway accesses a County -maintained road). Contact Address
Coordinator at 533-7339 or contact city Public Works Department if access is to a City street..
5- Parcels locate . d within the Thermalito Drainage Area must pay a drainage assessment fee to the
Buildine Division.
6- Fees of approximately S166.00 paid to the Building Division.
7- State Responsibility Area (S.R.A.) fee of $39.00. Required for California Department of Forestry plan
approval and inspection of parcels located within the S.R.A.(paid to the Building Division).
Allow approximately one week from time of application for the issuance of this permit. (After all items withiin
your responsibility have been completed).

ELECTRICAL:
Equipment installed to supply electrical to a mobile home
shall be rated at not less than 100 amperes and shall be
listed and labeled "Service Equipment." Suitable for Use as
Service Equipment [11801. Equipment to supply electrical
power to a mobile home shall be located on the rear half of
the lot within four feet of the mobile home or proposed
location of the mobile home [1184]. Additional loads (weU
pumps. garage, shops, etc.) wiU require additional power.
Approved mobile home lot service equipment shall be
stabilized by concrete not less than three and one-half
inches thick and surrounding the equipment base by not less
than six inches. the lot service equipment shall be secured
to a 4 x 4 redwood or pressure treated post or equivalent
instal.led not less than two feet into the earth [ 1182].
GAS:
The mobile home lot gas outlet shall terminate within four
feet outside the rear half of the mobile home or proposed
location of the mobile home [1222BI. Gas meters shaU not
be installed closer than three feet from sources of ignition
[1226B]. AU gas piping installed below ground shall have a
minimum earth cover of 12 inches. Gas piping shall not be
installed underground beneath buildings or that portion of
the lot reserved for the location of the mobile home or any
accessory buildings [1216B]. Underground Liquefied
Petroleum Gas shall require a test of 10 pounds for a
minimum of 15 minutes.
WATER SUPPLY AND DRAIN CONNECTOR:
Each mobile home lot shall be provided with potable water
service. The water scrvice outlet riser shall be not less than
three-fourths inch nominal pipe size [12701. The mobile
home lot water service sliall be located within the rear half
of the mobile home [12741. A pressure test of a minimum
50 pounds or workina, prcssLLre shall be required.
The lot drain inlet shall be located within the rear half of
the proposed location of the mobile home ( 12 56 1. The drain
inlet shall be protected from movement by being encased in
a concrete slab not Icss than three and one-half inches thick
and surrounding the inlet not less than six inches on any
side [1254C].
