It has come to our attention that you have increased the height of a levee, within the flood plain,
on the above referenced property. Pursuant to Butte County Code, Chapter 26, Article IV,
commencing with Section 26-20 (copy enclosed), a permit is required for this type of
development, unless your can demonstrate it does not increase flood levels upstream or
downstream.
Enclosed for your convenience is an application form for a development permit. The signed
application, three (3) copies of your engineered plans, and project engineering analysis, should
be submitted to the Butte County Building Division of Development Services, for determination
of permit fees and processing.
Your engineered grading plan should include as a minimum the following information:
1 . Pre -construction, existing and proposed contour lines.
2. Limits of excavation and embankment with estimated volumes of each. The total
volumes will be used to determine your permit fees.
3. Typical cross-sections through the grading area showing pre -construction,
existing and proposed conditions.
4. Pre -construction, existing and proposed drainage and flooding patterns. Pre -
construction, existing and proposed high water elevations for the Federal
Emergency Management Agency (F. E. M.A.) 1 00 -year design storm.
Engineering analysis for work within the flood plain and/or floodway must include hydraulic
information, prepared by a Registered Civil Engineer, which is sufficient to determine impacts
resulting from the grading bperations. The County of Butte will not approve a grading plan that
exacerbates flooding problems.
All work must be done in accordance with a County approved grading plan and the provisions of
the Butte County Code.

Our primary concern with your levee is the potential for increased upstream flooding. As winter
has already begun, it is imperative that these effects be mitigated as soon as possible.
