This project includes the acquisition of a use permit fbr the existing 16' x 36" concrete and steel kennel building and for the
construction of an additional matching 16'x 36 concrete and steel kennel building.
Cornerstone Kennels is dedicated to raising healthy, happy l3ichon Frise and Havanese puppies. These dogs are small,
pleasant little animals weighing between 10 - 15 'pounds when.fUlly grown. All puppies raised by us will be placed directly in
approved hdmes with a written health guarantee.
Our Kennels include large indoor/outdoor runs, indoor heating and cooling, automatic watering system, -drains, hot water
heater, sinks, washer/dryer and refrigerator. (See attached plans) We are not a grooming or boarding kennel and do not allow
outside animals to enter our facility. We.are a family owned operation and maintain between 20 -1 35 dogs. All our dogs
receive complete veterinarian care.

1. De -energize electrical wiring system of the mobilehome at the pedestal.
2. Make sure that the power supply cord or feeder assembly conductors, including neutral
conductor, have been disconnected.
3. Switch all breakers and switches in the mobilehome to the "on" position.
4. Connect one lead of a test instrument to the mobilehome grounding conductor and
apply the other lead to each mobilehome,supply conductor, including neutral.
5. All non-current, carrying metal parts of the mobilehome (aluminum siding, gas line,
water line), including fixtures and appliances, shall be tested for continuity from
such equipment and the grounding conductor.
6. Upon completion of the above procedure, the power supply cord'or feeder assembly
conductors shall be connected.to the site service equipment. A further continuity
test shall then be made between the grounding electrode and the chassis of the
mobilehome. Upon satisfactory completion of theelectrical tests, the Lot or site
service equipment may be approved for energizing.

3. Minor changes may be approved administratively by the Directors of Development
Services, Environmental Health, or Public Works upon receipt of a substantiated written
request by the applicant, or their respective designee. Prior to such approval, verification
shall be made by each Department or Division that the modification is consistent with the
application, fees paid and environmental determination as conditionally approved.
Changes deemed to be major or significant in nature shall require a fori-nal. application for
amendment.
4. If any use for which a Use Permit has been granted is not established within two years of
the receipt *of the Permit by the Permittee, the Permit shall become null and void and
reapplication pursuant to Section 24-45 (of the Zoning Code) shall be required to
establish the use previously granted under the expired Permit unless, 30 days prior to the
expiration date, a request. for a one year extension is submitted to the Planning
Commission together with sufficient evidence that the time limits for processing
development permits under federal or state regulations require time limits which exceed
one year. Upon application, and for good cause by the Permittee, at a public hearing
pursuant to Section 24-45.25 above, the Planning Commission may extend any time
limitation previously made a part of any condition to a Use Permit.

5. The terms and conditions of this Permit shall run with the land and shall be binding upon
and be to the benefit of the heirs, legal representatives, successors, and assigns of the
Pern-iittee.
6. Neither the applicant, nor any agent nor representative of the applicant shall intentionally
omit or misrepresent any material fact in connection with the application. Any alleged
material misrepresentation shall constitute grounds for the Director of Development
Services to commence a revocation hearing, and, if proven to exist, shall constitute
sufficient grounds to revoke a Permit.
Conditions of Approval:
Planning Division:
Development fees for the proposed non-residential improvements shall be paid prior to
the issuance of Building Pern-iits. The fees shall be those in effect at time of application
and shall include, but not be limited to, School Fees, Park and Recreation District fees,
Water and Sewer Service Fees, Permit and Plan Check Fees, and Fire Protection Fees.
2. The Kennel operator shall maintain a valid kennel license in accordance with
Chapter 4, Sections 3 and 4 of the Butte County Code.
3. The kennel operator shall not create average noise levels in excess of 55 dB Leq at
property lines. If average noise levels exceed this level for a 15 minute period or on a
daily basis, noise mitigation measures shall be implemented that may include noise
activated sprinkler systems, sound walls, or other methods approved by the Department
of Development Services. Any necessary noise mitigation measures shall be installed
within one month of being identified as necessary.
4. A Use Permit may be deemed revoked by the Planning Manager if the use for which the
pennit was granted has ceased or has been suspended for a period of twelve (12)
consecutive months.
5. The Facility may not encroach into, under, over, above, or upon any public street in the
unincorporated area of the County in the absence of a valid encroachment pen -nit from
the County.
6. Applicant must also comply with all other applicable State and local statutes, ordinances,
and regulations.
7. All outstanding application processing fees shall, be paid prior to issuance of the Use
Permit.

Public Works
8. Prior to the issuance of building permits deed to Butte County, in fee simple, 30 feet of
right-of-way from the centerline of Cana Pine Creek Road. The 30 feet will run the
length of the property, approximately 4,675 feet, which fronts along Cana Pine Creek
Road.
9. Prior to the issuance of building permits for the kennel structures, a plan for a permanent
solution for drainage shall be submitted to and approved by the Department of Public
Works. The drainage plans shall specify how drainage waters, based on the kennel
structures, shall be detained on-site and or conveyed to the nearest natural or publicly
maintained drainage channel or facility and shall provide that there shall be no increase in
the peak flow runoff to said channel or facility.
Building Division
10. Building permits are required, for both the existing and proposed buildings. Provide
plans and calculations prepared, sealed, and signed by a California licensed architect or
registered engineer verifying adequacy of building for proposed use. Design shall be in
compliance with the 1998 California Building Codes.
Butte Counly Animal Control
11. Install waste disposal system in accordance with Butte County Environmental Health
regulations. The system will consist of an adequately sized septic tank and leachfield to
catch washes from the dog runs and kennel floor. A closeable lid must be installed to
prevent rainwater from flowing into the system. The kennel operator shall clean and
remove all excrement from the kennel as needed to maintain a sanitary environment. The
system must be installed under permit from the Butte County Environmental Health
Division.
12. Maximum number of dogs is forty-nine (49).
13. All dogs over four (4) months of age shall be immunized by a licensed veterinarian with a
State of California approved serum. Approved rabies certificates shall be filed with Butte
County Animal Control (BCAC) within ten (10) days of obtaining a new dog or after a
dog reaches four (4) months of age. Certificates shall be provided to BCAC for dogs
currently housed at the facility.
14. No dogs shall be allowed to roam the property. Except for up to 5 personal dogs, all dogs
shall be kept secured 24 hours a day unless being exercised, which shall be done under
the verbal or leashed control of the operators. Except for up to 5 personal dogs, no dogs
shall be left outside the kennel without direct supervision.

County Counsel
16. If this entire matter or any finding, action or condition of th ' is matter is appealed to the
Board of Supervisors, the applicant or any other developer/operator other than the
applicant agrees to indemnify the County of Butte from liability or loss related to the
approval of this project and agrees to sign an indemnification agreement in a fon-n
approved by County Counsel before the Board's appeal hearing -
