With reference to the above,subject and your request for inspection of the
m6bile home and additions which were constructed on your property at Pine
Creek and Highway 99E without'the required permits, inspections, and approvals
from this office, the-inspection,-was-.mide oh�january 8, 1986.
The inspection revealed the following items which must be done or resolved:
W") Verify parcel'was legally created or obtain a certificate of compliance
from Land Development Section of the Department of Public Works.
(parcel appears to have been.created in April 1978 at which time
a parcel map was required for. parcel creation.)
The parcel is located within the Federal.Flood Zone, which will re-
quire you have a California licensed surveyor or ciVil engineer
determine the 100 year flood level. The floor level of the -mobile
home and additions must be at or above this flood level.
[ItWo V�/3) obtain approval from the State of California Department of Housing
and Community Development on the alterations made to the mobile -home.
06— 4) Verify water supply and sewage disposal systems approved by Butte
1113 _kz_ A to - County Health Department for a four bedroom living unit.
The construction of the additions on each.side of the mobile home
do not conform to structural.requirements. The dnderfloor support
system and the roof s . tructural system must be reconstructed. The
wall framing is questionable and miust be exposed -to determine
adequacy.
6) The porches and steps must be reconstructed. The rise andrun.of the
stairs, underfloor support system and wood too close to the'ground
must be corrected. Guardrails are required where porche6 are more
than thirty inches above grade. Handrails are required for stairs
with more than three risers.-

and apply for t he required permits and pay the appropriate fees, within
thirty days'of the date of this letter.
If you decide to convert the -mobile home.to'a building (which I believe will
be.&Imost impossible as the mobile home must*conform to all building code
reguirements)i please submit complete plans on the construction, electrical,
plumbing,'.and mechanical systems on the mobile home.
You may be able to obtain the complete plans from the manufacturer of the
mobile,home'.-if not'. they must be very detailed and complete with structural
design by a California registered drchitect or engineer,
If*you 'can a ' lter the coach to conform to all of the code requirements, you
will also be required to place continous perimeter foundations around the
mobile and additions.

Gentlemen:
Please accept this letter as our response to Item 2 of your letter,
dated January 13, 1986, regarding the Flood Zone of the above parcel.
We were requested by Mrs. Philbrook to investigate the flooding
potential on the site and report our findings to you. Our comments are
as follows:
1. The Pine Creek tributary area above the mobile
home site is approximately 33 square miles as
determined f ' rom reviewing the Butte Meadows,
Paradise, Campbell Mound and Richardson
Springs N.W. quad maps. The reach of the water
shed is 15 miles.
2. The "Rational Formula" was used to calculate the
runoff even though the Rational method will tend
to overstate the runoff the larger the drainage
basin, especially for basins over 10,000 acres.
other factors used in the calculations were:
Runoff coefficient, n = 0.60.
Intensity of rainfall, i = 0.63,
County Standards), based on a
.concentration of 150 minutes.

3. The approximate size of Pine Creek adjacent to the
mobile home is 120 feet wide by 8 feet deep. The stream
velocity in Pine Creek at 8,000 c.f.s. is 8.5 f.p.s.
and is considered reasonable.

Pine Creek is not contained by a levee adjacent to the mobile home. If
Pine Creek were to overtop its bank at this location, the water would
begin to cover a large area. It would not flood the inside of the
mobile home. The finished floor of the mobile home is 28 -inches above
the ground. Several thousand acres of surrounding ground would have to
be inundated several feet in order to flood the mobile home.
The Flood Hazard Boundary Maps are general in nature and do not depict
small, localized high -ground areas.
In summary, the mobile home site is slightly higher than the surrounding
area. In addition, the floor is over two feet higher than the ground
and is not susceptible to flooding from the 8,000 c.f.s., 100 -year
runoff calculations.
