(parcel appears to have been.created in April 1978 at which time a parcel map was required for. parcel creation.) The parcel is located within the Federal.Flood Zone, which will re- quire you have a California licensed surveyor or ciVil engineer determine the 100 year flood level. The floor level of the -mobile home and additions must be at or above this flood level. We were requested by Mrs. Philbrook to investigate the flooding potential on the site and report our findings to you. Our comments are as follows: 1. The Pine Creek tributary area above the mobile home site is approximately 33 square miles as determined f ' rom reviewing the Butte Meadows, Paradise, Campbell Mound and Richardson Springs N.W. quad maps. The reach of the water shed is 15 miles. 2. The "Rational Formula" was used to calculate the runoff even though the Rational method will tend to overstate the runoff the larger the drainage basin, especially for basins over 10,000 acres. other factors used in the calculations were: Runoff coefficient, n = 0.60. Intensity of rainfall, i = 0.63, County Standards), based on a .concentration of 150 minutes. Area, a =-21,000 acres. The corresponding runoff in Pine Table 4 (Butte time of Creek is 8,000 c.f.s. 3. The approximate size of Pine Creek adjacent to the mobile home is 120 feet wide by 8 feet deep. The stream velocity in Pine Creek at 8,000 c.f.s. is 8.5 f.p.s. and is considered reasonable. County of Butte Department of Public Works March 12, 1986 Page 2 Pine Creek is not contained by a levee adjacent to the mobile home. If Pine Creek were to overtop its bank at this location, the water would begin to cover a large area. It would not flood the inside of the mobile home. The finished floor of the mobile home is 28 -inches above the ground. Several thousand acres of surrounding ground would have to be inundated several feet in order to flood the mobile home. The Flood Hazard Boundary Maps are general in nature and do not depict small, localized high -ground areas. In summary, the mobile home site is slightly higher than the surrounding area.
