(phone conversation)' Butte Court- Public Works Department• 'No requirements for this project," ANALYSIS. This project is a Use Permit request to allow :a private boarding kennel in an A-10 zone, A maximum of twenty (20) dogs will be housed in the proposed kennel. The kennel will be housing primarily Labrador Retrievers. The Use Permit is required, for kennels in all agricultural zones of the County as determined by the Butte County Board of Supervisors interpretation made March 5, 1986, Kennels require a Use Permit because of the potential, to impact surrounding residences and the need for sewage disposal. The project site is zoned A-10 (Agricultural -10 acre parcels). The General Plan designation is Agricultural -Residential. The proposed kennel Will not alter the land use in the area. or near vicinity. The A-10 zoning classification allows for general agricultural farming, commercial livestock, and poultry production. The boarding of approximately 20 Labrador Retrievers as compared to commercial 'livestock should not be any more intensive of a land use. Noise is always of a concern when locating a facility such as a dog kennel, Noise was considered in the initial Study, and was determined to be insignificant. The proposed kennel is located approximately 250 feet from the existing home and nearly 1./2 mile from the nearest neighboring home. The project site is located within an agricultural area which is not considered as sensitive for noise as are suburban residential neighborhoods. The presence of animals, and animal noises are common occurrences in the rural areas of the County, The Buttes County Health Department requires all animal waste be funneled into a septic system; The Heafth Department regulations insure that animal waste will not contaminate ground water, or create an objectionable odor or conditions. Both the Environmental Health Department and the Butte County Animal Control have reviewed the permit and have no ;,objections. The Butte County Land Use Element goals; objectives, and policies have been reviewed for guidance on this Use Permit request.
