DISCUSSION cif ENVTRONMEI, TA. 11 .EVALUATION This proposal is a use permit to allow a livestock auction yard and indoor roping arena, a 24-seat`rostaurant, and a sewage disposal evaporation pond system on' a portion of the .38 -acre property, A five -acre parking area and three access driveways off Highway 99 will be provided. The project site is located approximately ton miles north of Chico, on the east side of State Route 99R, 2/3 mik north of the Cana Highway turnoff. The 'applicant plans to construct a 300000 square -foot metal, building to house the auction arena, avid portions of the existing buildings (10,000 square feet of an ban- doned restaurant and service station) Vfill be utilized for a snack bar coffee shop - restaurant and other related specialty shops. The proposed auction and restaurant use is anticipated to he Con- ducted on a one -day -per -week basis initially � every Tuesday with an expected drawing of 200 people. Because the -soil is very poor (almost no soil exists), typical leach field sewage 3isposal systems are not feasible. Therefore, a two - acre evaporation pond Sewage disposal system is proposed, to be located in the back of the site along the eastern property boundary. The previous restaurant use also utilized a similar system in the approximate same location. The Butte County Plan designates the area for Orchard and;Field Crops proposed for Grazing -Open Land; existing zoning is A-2. However; the project may cause some slow-down in the traffic on Highway 99 in this immediate area- Approx:imately 200 people are exi.)ecited to use the facility on ever} Tuesday of operation.
