October. 12 1987, the Agency adopted a negative declaration of
environmental impact and approved the tent8LJve parcel map on the
above-referenced property subject to the conditions listed on tile-
attached sheet.
If no appeals are timely tiled--within ten (10) days of the date of
the Advisory Agency's approval—with the Clerk of the Board of
Supervisors, this action will be final.
When the conditions of approval: are complied with it will be in order
for you to file your. "final maps' with the Butte County Department
Of Public Works for recordation within ttrenty-fotilr (24) months of
the date of apprOVPl by the Advisory Agency.

are no specific or community plans for the area.:
An initial study was prepared. on %he proposed project and 'Mailed
to the applicant May 26, 1987. Potential impacts: were identified
such as, development within a flood ,plain, access onto State
Highway, and impact to surrounding agricultural operations. The
applicant did not respond. A follow up letter was mailed. July
3l, 1987 indicating that mitigation measures would be required
by the beginning of September, If the mitigation measures
described in the initial study; or an acceptable alternative
was not in place at that time, -the item would he scheduled for
denial before the Advisory Agency again, the letter did not
elicit a,response from the applicant.
This application is one on which a negative declaration with
mitigation measures could be recommended, provided the necessary
mitigation measur.as were in place, Without mitigation measures;
the environmental document is not coinplete, and the requirements
of 'CEQA have riot been meta. Recommended mitigation measures are
as follows:
