V. DISCUSSION OF ENVIRONMENTAL EVALUATION Ar 47-23-91 (ptn)
The following concerns and potential impacts have been iden,•--.i,fied for
this proposal.
le: Potential erosion increases from development of :Cour }iomesitos,
access driveways and roads. This ;factor is not expected to be signifi-
cant clue to the predominantly gentle terrain.
ill: Hi.g]1 expansive rating for soils on the property. Building design
should account: for this factor. All of Hutto County is within a
ilModerate Darthnuake Intansity Zone VIII". The subject pr'aporty is
located approximately 3 miles southwest o:( the Tuscan Monocline, a.
fault system of unknown activity, and :approximately 2miles east of
historic earthquake epicenters ofup to 4.9 magnitude (Richter, Scale)
Construction of residences to Universal. Building Code Standards
should provide adequate protection to residents during seismic actiVity.
311 Limitations for on- s:i.to seiva,ge disposal with septic tanks and
leach fields. Clearance has not yet been received :from the Hoalth
Do artmont ;Cox' septic systems. Provision of domestic water via
individual wells has been proven, to be viable in this vicinity.
4b. Tile reduction of a .rare or endangeTo.d. plant may occur. l,i:mnanthes
Ploccosa (9lti:ppee ,Meadow roam) has been discovered on the property in
the 'vicinity of the electric transmission lines and Keefer Road as

8: The site 'borders, but is outside of, the area rezoned as part of
the'Chico Airport Environs Rezone The subject property is located
under the 20:1 conical surface of the Chico Airport. (Reference
Chico Airport Environs Plan.) Due to the rising terrain north of the
airport, buildings and other structures could intrude into the con-
trolled area above the site. The PG&E towers along the northeastern
boundary of the site pierce the conical surface and its neighboring
horizontal surface (Elev. 388 fee; A,S:L.) Any structure piercing
the conical surface must receive approval From the Pedera:l Aviation
Administration. From neaps supplied by the applicant, minimum
separation between the ground, and the stir:face has been determined
for several lots as follows: Lot 1, 52 feet; Lot 2, 28 feet; Lot 3,
26 feet; and Lot 4, 23 :feet. Adoption of height limits for structures
in this subdivision Would seem appTopz ate. Appropriate limits would
be: Lot: 1, 50 :feat; Lot 20 25 :feet; Lot 3, 25 feet•, and Lot 4, 20

which is about mile long and 120 :Feet wide. See item 8 as related

demand for public services in a rural area.

project will have an effect (cumulative) on schools in the district.
The Butte County Hoard of Supervisors has supported that finding,

Dear Steve and Dave;
After rev he Preservation Easement agreement signed

against: dist-arbance of ground and drainage Nays within the

Dear:' mr. & 1ti'ix s. Camaren
At your request on Friday, March 25, 1983 1 conducted an
archaeological survey of your property locatod in Butte Coun`Ly,
.north of Chico, at the intersection of Keefer. Road and Col asset
Highway. The property, A.P-# 47-23-091, covers 108 acres of
land in the SE' of Section 22, T. 23 `d. , R. 1 13• , Richardson
Springs Quadrangle, 7.5' series. The proposed project is
to divide -the property into tour parcels.
Prior to conducting the archaeological survey 2 consulted the
archaeological site record files maintained at California
State University, Chico to determine if any previously recorded
archaeological sites Were located within the prujoet boundaries -
These records indicated that: no a°rchmeological sites had been
previously recorded 'within the project area. A, ni mbor of
prehistoric habitation sites had been recorded Within a one
mile radius of the project area along %ud Creels and Rock
Creek.
