Provide calculations for the cantilevered beam supporting the roof framing over the master bedroom as well as all the beams shown on the plans. Amend the plans to indicate beam B5 is a 6x12 as required by the engineering calculations, sheet BSa. 7. Amend the ceiling joist framing plan to have the joists run parallel with the roof rafters. This is a conventionally framed roof and the ceiling joists should run parallel unless rafter ties are provided at 4 feet on center perpendicular to the joists. The plans have not been amended to show the required rafter ties above the ceiling joists that do not run parallel to the roof rafters. Provide a design for the struts that exceed 8' long. When they exceed 8' long, they need to be designed as a column. 8. Provide a connection detail for the rear patio roof attachment to the exterior of the building. Show attachment hardware as well as flashing and shear transfer information. Provide a detail and information for the front porch as well. A detail was provided for the front porch, but not for the rear patio roof, which was the original request. Please provide the detail as requested. SOIUFOUNDATION COMMENTS: 9. Amend the foundation plan to include the 4" capillary break with crushed gravel covered in 6 mil. visqueen. If expansion due to clayey soils is an issue (verify with the building department), then provide reinforcing steel in the garage slab to minimize cracking. The plans were not amended as indicated by the engineer's response. 10. Provide the following details on the foundation plan: a. Provide installation details for the PHD2 and the HDBA's. Vieira, Manager SUBJECT: Morton Letter dated February 10, 2000 DATE: February 17, 2000 Tom Parilo forwarded the subject letter to me for review and response. A chronology is attached identifying the Building Division actions for the review and issuance of Building Permit # 99- 2839. This is a permit for a new single family dwelling located at 4285 Keefer Road, Chico (APN: 047-320-051) The permit application was made on December 20, 1999 and issued on February 10, 2000. That time period constitutes 37 potential workdays. Three of those 37 days were lost to holidays and at least 3-4 were lost to transportation time to the structural plan check firm in Sacramento. Of the remaining time, the Building Division had control of those plans for 6 days, the structural plan check firm for 17 days, and the owner 8 days. The structural plan check firm performed an initial check with comments and then a re -check. The re -check yielded minor corrections that were resolved by the Building Division plan checker. It should be noted that plans were prepared by draftsman, Bob Metzger, and many of the requested corrections were not incorporated into the plans by him. This lack of proper revision created the need for additional submittals. This is noted because of recurring problems associated with this draftsman. He regularly does not completely incorporate requested revisions, causing delays that are not the fault of plan check or the Building Division. The Sacramento plan check firm was used because the owner's design engineer was Roberts Consulting Engineers, the Chico plan check firm utilized by the Building Division for the lion's share of structural plan check. Robert's Consulting Engineers could not check their own work. Mr. Morton, in his letter, makes many statements regarding plan check personnel, re- engineering, problems with encroachment permits, and delays caused purposely by me. I have not, nor will I cause to delay any project as a result of past actions or situations. Each project shall stand on it's own merits. I do know that Mr. Morton's draftsman, Bob Metzger, has a reputation for providing incomplete and unsatisfactory plans on a regular basis. Incomplete plans or incomplete or unsatisfactory response to plan check comments will cause delays. Mr. Morton usually applies for "Master Plans" on a regular basis, even though he may never utilize that plan again. "Master Plans" require a greater level of review and detail since they potentially will be used many times to construct additional structures. The Plan Checker, Linda Sexton, denies the allegation by Mr. Morton of stating "Don't rag on me". She has stated that Mr. Morton was relentless in his demands to have immediate results from incomplete re -submittals that had been sent for structural review. He was angry that plans were sent to Sacramento for structural review, even when informed that our local structural plan checker was his design engineer, and a conflict of interest existed for the design engineer to review his own work. Mr. Morton states "poor public relations occurred when I submitted a plot plan of a large lot, the sides of which exceeded 500 feet in length. The draftsman made a minor error and had transposed the dimension of one side or the other, a difference of 4 or 5 feet." A site plan matching the parcel map or subdivision map is required to be submitted with application. Our experiences have been that where similar subdivided parcels or record map parcels exist, similar dimensions can result. We are very careful about approving site plans in such cases and want to clearly verify that the site plan matches the recorded maps. (Contractors/owners have made application for the wrong parcels) Building foundations are very difficult and costly to relocate if dimensions are incorrect. If the owner or contractor thoroughly understands that identified dimensions are reversed or simply misstated, we will make corrections to the dimensions. I can't respond to the allegation by Mr. Morton regarding the delay in issuance of his driveway permit. Those permits are issued by the Public Works Department and are usually issued very timely if all necessary information and details are provided. A new permit can be issued with the submittal of site plan only and appropriate agency approvals) and plan attachments for Master Plans was not permitted because attachments were lost when plans were subjected to heavy use at more than one construction site. She was advised that we would issue the permit with attachments if it would be approved for the Keefer road site only. She decided to have the draftsman incorporate the details onto the plans, have the engineer stamp and seal those plans, and have the plans approved as a Master Plan. 02/10/00 Owner's daughter brought in final plans at approximately 1:00 PM. 02/10/00 Plans were not presented as complete sets. Plan checker collated and organized plans into appropriate sets, placed and transferred required notes, and approved plans for construction as "Master Plans". Without additional verification, I submitted an. application to Bart at Butte County clic Works for a building permit and paid a plan check fee. few days later I received a telephone message from Mike Vierra, who told me to apply for refund since the lot was determined to be in the City. I did so, waited two weeks, and heard Xhing. I then went to the Oroville office to follow up and asked to speak to Mike Vierra. In rude and insulting manner he accused me of knowing the lot was in the City at the time I made e permit application. h have no idea what he thought I would gain .by doing sa. His demeanor id language were insulting and rude. I was very angry. We hada words and I left. that .incident I have had increasing difficulty getting permits in a timely manner. I have used one house plan several times. On two prior occasions permits were issued without difficulty. However, on the last occasion I used that house plan I was required to provide engineering. never required before. It used to take 10 days to 2 weeks to obtain a building permit. It now takes from 6 to 8 weeks to obtain a permit. It makes no difference if I submit pre-engineered plans or not. The plans I submitted for 4285 Keefer Road were pre-engineered and stamped by engineer Charles Roberts. I submitted them approximately 7 weeks ago. When I called to find out why the delay in getting a permit, I was told that the plans had been "sent out" for engineering review. When I asked for the name of the person to whom the plans had been sent, I was refused that information by Mr. Bryan Larson. Otherwise, Mr. Larson has been very helpful and always courteous. I am using -the plans .for 4285 Keefer Road as an illustration. of the frustration I have with Public Works. Last Friday I learned the plans had been "kicked back" with a request for more engineering. This was the second time they had been returned. The first time I had Charles Roberts .prepare the engineering. When I called Linda Sexton last Friday in an effort to discuss why the building permit was being held up, she said "don't rag on me." I consider that attitude and comment grossly inappropriate. I have every right to request that a permit be expedited after 7 weeks of delay. If past experience is a guide, it will now take 1 week for the re- engineered plans to get past the local plan checker and l or 2 more weeks for the County's engineer to again review the re -engineered plans. The re-engineering requested is, in my opinion, unnecessary. As a builder I am required to build a house in accordance with the Uniform Building Code (UBC). A building inspector visits the construction in progress to inspect for UBC compliance. All UBC requirements are not required to be on a plan. I enclose a copy of the new demands for engineering. All except the visqueen requirement are covered by the UBC. As to the visqueen, I have been doing that as a matter of practice for years. Many builders do not and I do not believe it is required under the UBC. What is happening here is equivalent to requiring on the plans a statement that a roof will be put on a house. We are at the mercy of an official who has personal likes and dislikes as to what a set of plans should contain. It is unnecessary to require a drawing to spell out requirements of the UBC. Another recent example of poor public relations occurred when I had submitted a plot plan of a large lot, the sides of which exceeded 500 feet in length. The draftsman made a minor error and had transposed the dimension of one side to the other, a difference of 4 or 5 feet. In the past, the Public Works plan checker would simply red -line such a mistake and note the correct footage on the working drawing. Instead, I was called by Linda Sexton and told that I had to resubmit new plans. I am convinced that it was a deliberate effort to inconvenience me and cause me delay. Driveway permits used to take 1 or 2 days to obtain. Now it takes up to 2 or 3 weeks for me to get one. Recently a driveway permit for 4006 Guntren Road was delayed 3 weeks before it was issued. This is simply unreasonable. "w. When I submitted the pre-engineered plans for 4285 Keefer Road approximately 7 weeks ago, I was told there would be a $2,500 road fee. I later asked. my daughter to find out why a road fee was being collected and she uncovered the fact a'road fee was not required. Had I not questioned the fee, the money would have been lost. It causes me to wonder how many other contractors have paid fees which were not necessary. In summary, I believe that I have been singled out because of my confrontation with Mike Vierra two years ago. Supervisor Josiassen announced last fall that efforts were being undertaken to improve customer service. My experience is, that the reverse is taking place. My dealings with the Public Works Department are characterized by delay and rudeness. There is no consistency in how engineering is handled. I have difficulty getting phone calls returned. The Chico office for County Public Works is frequently closed, necessitating trips to Oroville in an effort to expedite items. I am aware that by writing this letter. I am subjecting myself to retaliation from Mr. Vierra and his staff. I am willing to take that risk because I am fed up with the treatment being handed out by Public Works to me and those associated with my work. It is time for County Administration to get control of the Public Works Department. I respectfully request a date and time when I can personally address the Board with respect to my grievances. If at all possible, I would appreciate it if Mr. Vierra could be there to answer for himself while I am present.
