Building permits are not required to be signed by property owners unless they are personally performing their own work. Contractors are required by law to be licensed and bonded by the State of California and to have a business license from the city or county. In addition, your plans are routed to other regulatory entities including but not limited to Planning, Public Works, Environmental Health, and the California Department of Forestry for their clearances and approvals. There are some things you can do to expedite your permit: 0 Make sure your application is complete. 0 Be responsive to requests from County departments for any additional materials or requirements. The Building Division places its highest priority on processing building permits as quickly as possible and each day that passes without a complete application adds to processing time. As to the two items of IDR concern, I would like to respond accordingly: First, as you and I discussed previously, my intention is to remove the barn during the process of building the new house. Ifrequired, we can r_emo_v_e the�b mrior to the recordation of the final map. This would eliminate the committee's concern of an "accessory structure" altogether. As to their stated second concern pertaining to the "active" orchard south of our property; as you and I discussed, and I would like to stress, the orchard is no longer active. Yesterday my wife and I spoke with Mr. and Mrs. Graybiel, the property owners, and confirmed that they are in fact in the process of filing a tentative map for splitting the parcel. North Star is the engineering firm working with the Graybiels on their lot development and I will be contacting North Star for a confirmation of their development plans. Furthermore, and pertinent to the concerns of "chemical exposure from agricultural operations", Mr. Graybiel stated that he no longer has an agricultural -spray permit. Considering the information stated above, I believe the denial of the project is unwarranted. Do not pull on the deflector when moving Model RFC43 and RFC56 Sprinklers from the shipping carton. 2. Install sprinklers after ceiling is in place. 3. Never apply paint or any other coating to sprinkler or concealed sprinkler cover plate. 4. Do not install concealed sprinklers in ceilings which have positive pressure in the space above, and do not cover the cup vent holes. An open plenum space must be above the sprinkler cup. 5. Use the proper wrench (Figs. 1 and 2) to install sprinklers. Face of sprinkler fitting to ceiling is 2" for the RFC42 and 2 %6" for the RFC56. Ceiling hole diameter is 25/". 6. Final adjustment of each cover is made by hand turning the cover plate in the clockwise direction until it is tight against the ceiling. Installation Model RFC43 and RFC56 sprinklers are to be installed in ceilings with a plenum space above that does not have positive pressure. In addition, inspect all sprinklers after installation to ensure that both the gap between the cover plate and ceiling and the (4) slots in the cup are open and free of any air flow impediment. After a 2 Y. inch diameter hole is cut in the ceiling, the sprinkler is to be installed with the proper wrench (Figs.1 and 2). When installing a sprinkler, the wrench is first positioned into the sprinkler/cup assembly and around the sprinkler frame. The Wrench must bottom out against the cup in order to ensure proper, safe installation. The sprinkler is then tightened into the pipe fitting. When inserting or removing the wrench from the sprinkler/cup assembly, care should be taken to prevent damage to the sprinkler. DO NOT WRENCH ON. ANY OTHER PART OF THE SPRINKLER/CU� ,ASSEMBLY. Accordingly, it requires the same professional care and attention that are given to other, components of the system. There are many solvent cementing techniques published covering step by step procedures on just how to make solvent cemented joints. However, we feel that if the basic principles involved are explained, known and understood, a better understanding would be gained, as to what techniques are necessary to suit particular applications, temperature conditions, and variations in size and fits of pipe and fittings. Be aware at all times of good safety practices. Solvent cements for pipe and fittings are flammable, so there should be no smoking nor other sources of heat or flame in working or storage areas. Be sure to work only in a well ventilated space and avoid unnecessary skin contact with all solvents. For certain sizes, under certain conditions, it may be desirable to use the TWO STEP process which utilizes a primer to ensure adequate softening. For example, when . working in cold weather with large diameter pipe, more time and additional applications may be required. Cement coatings of sufficient thickness More than sufficient cement to fill the loose part of the joint must be applied. Besides filling the gap, adequate cement layers will penetrate the surfaces and also remain wet until the joint is assembled. Prove this yourself. Apply on it ie top surface of a piece of pipe two separate layers of cement. First flow on a heavy layer of cement, then alongside it a thin brushed out layer. Test the layers every 15 seconds or so by a gentle tap with your finger. You will note that the thin layer becomes tacky and then dries quickly (probably within 15 seconds) The heavy layer will remain wet much longer. Now check for penetration a few minutes after applying these layers. Scrape them with a knife. The thin layer will have achieved little or no penetration. The heavy one, much more penetration. Surfaces must be assembled while they are wet and soft If the cement coatings on the pipe and fittings are wet and fluid when assembly takes place, they will tend to flow together and become one layer. Also, if the cement is wet the surfaces beneath them will still be soft, and these softened surfaces In the tight part of the joint will tend to fuse together. Surfaces [ion Fusco As the solvent dissipates, the cement layer and the softened surfaces will harden with a corresponding Increase in joint strength. A good joint will take the required working pressure long , before the joint is fully dry and final strength is obtained. In the tight (fused) part of the joint, strength will develop more quickly than In the looser (bonded) part of the joint. National Fire Alarm Code NFPA-72 The Model VSR-SFG is a vane type waterflow switch for use on wet sprinkler systems using CPVC plastic fittings manufactured by Central Sprinkler Corp., Grinnell Sprinkler Corp., Spears Manufacturing Co., and IPEX (Scepter) that use I", 1-1/4", 1-1/2" or 2" pipe sizes. It is equipped with a union to accommodate installation in confined spaces. The unit contains two single pole double throw snap action switches and an adjustable, instantly recycling pneumatic retard. The switches are actuated when a flow of 8-10 gallons per minute (30-38 liters per minute) or more occurs downstream of the device. The flow condition must exist for a period of time necessary to overcome the selected retard period. INSTALLATION: These devices maybe mounted on horizontal or vertical pipe. On horizontal pipe they should be installed on the top side of the pipe where they will be accessible. The units should not be installed within 6"(15 cm) of a valve, drain or fitting which changes the direction of the waterflow. The unit has a I" male fitting for gluing into a CPVC plastic TEE. Loosen the union nut and separate the 1" male fitting from the VSR-SFG. Glue the 1" male fitting into the TEE following the TEE manufacturer's instructions for preparation and gluing of CPVC piping systems. (NOTE: The I" male fitting must bottom out on the stop of the TEE for proper operation of the VSR-SFG. See Fig. 1.) Wait 2 to 4 hours to allow the glue to dry before attaching the VSR-SFG to the I" male fitting. Select the proper paddle for the pipe size and type of TEE used. See Fig. 3 and Fig. 5 for instructions on how to change paddle. Verify that the o -ring is properly positioned in its groove. Hand tighten the nut on the union after orienting the device in the appropriate direction to detect waterflow as shown in Fig. 2. CAUTION: Do not over -tighten the union nut, hand tighten only! The vane must not rub the inside of the TEE or bind in any way. The stem should move freely when operated by hand. INSPECTIONAND TESTING: Check the operation ofthe unit by opening the inspector's test valve at the end of the sprinkler line or the drain and test connection, if an inspector's test valve is not provided. If there are no provisions for testing the operation of the flow detection device on the system, application of the VSR-SFG is not recommended or advisable. The frequency of the inspection and testing and its associated protective monitoring system should be in accordance with the applicable NFPA Codes and Standards and/or authority having jurisdiction (manufacturer recommends quarterly or more frequently).
