Gentlemen:
Per the request of Mr. Mike hart, the contractor, I reviewed the
construction of the existing concrete block wall: within the above
referenced building addition, The wall in question was probably not:
built: under permit~ but is proposed to be -included as in integral
part of the completed structure. Because there are no records for
the wall it. was not possible to tell. if any or all of the cells
were grouted and 'if the wall had the structural integrity to
support the loads that are proposed. It should be noted that the
only loads in question are vertical. and there s'ho'uld not be any
additional horizontal loads applied to the wall.

On Friday, April 21., 1989, I inspected the wall in question and
found that the contractor had bored numerous 'holes into the cells
to verify if they were indeed grouted solid. The contractor found
that some cells were grouted and. some cells were empty. The
contractor a.ttempt.ed to grout the empty cells, but with, very little
" success.. Upon my inspection, x found that there was a pattern to
the grouted cells. Horizontal rows of cells at the top, at the
middle, and at the bottom are grouted solid as well as vertical
columns every four feet. .'herefore, ? k is my opinion khat the Wall
is satisfactory and' their it is not necessary to grout any
additional cells
