For your protection you should be aware that as "owner -builder" you are the responsible party of record on such a permit. Building permits are not required to be signed by property owners unless they are personally performing their own work. If your work is being performed by someone other than yourself, you may protect yourself from possible liability if that person applies for the proper permit in his or her name. Contractors are required by law to be licensed and bonded by the State of California and to have a business license from the city or county. They are also required by law to put their license number on all permits for which they apply. If you plan to do your own work, with the exception of various trades that you plan to subcontract, you should be aware of the following information for your benefit and protection: ° If you employ or otherwise engage any persons other than your immediate family, and the work (including materials and other costs) is $500 or more for the entire project and such persons are not licensed as contractors or subcontractors, then you may be an employer. ° If you are an employer, you must register with the state and federal government as an employer and you are subject to several obligations including state and federal ° income tax withholding, federal social security taxes, workers/ compensation insurance, disability insurance costs, and unemployment compensation contributions. There may be financial risks to you if you do not carry out these obligations, and these risks are especially serious with respect to workers' compensation insurance. ° For more specific information about your obligations under federal law, contact the Internal Revenue Service (and, if you wish, the U.S. Small business Administration). For more specific information about your obligations under state law, contact the Department of Benefit Payments and the Division of Industrial Accidents. If the structure is intended for sale, property owners who are not licensed contractors are allowed to perform their work personally or through thier own employees, without a license contractor or subcontractor, only under limited conditions. A frequent practice of unlicensed persons professing to be contractor is to secure an "owner -builder" building permit, erroneously implying that the property owner is providing his or her own labor and material personally. Building permits are not required to be signed by property owners unless they are performing their own work personally. Information about licensed contractors may be obtained by contacting the Contractors' State License Board's automated telephone information system at 1-800-321 -CLSB (2752) or by accessing thier website at www.CSLB.ca.gov. In addition, your plans are routed to other regulatory entities including but not limited to Planning, Public Works, Environmental Health, and the California Department of Forestry for their clearances and approvals. There are some things you can do to expedite your permit: 0 Make sure your application is complete. 0 Be responsive to requests from County departments for any additional materials or requirements. The Building Division places its highest priority on processing building permits as quickly as possible and each day that passes without a complete application adds to processing time. Every permit issued by the Building Official shall expire and become null and void if the work authorized by such permit is not started or completed within one year from the date of issuance of such permit. A permit may be renewed (for a fee) prior to expiration an indefinite number of times, provided construction progress has been documented by the Building Division during each year during scheduled inspections. No changes may be made in the original plans and specifications for such work. In order to reinstate action on a permit after expiration, the permittee shall pay a new full permit fee and additional plan checking and documentation may be required. Upon completion of work covered by this permit, please contact this office for final inspection. As a reminder to you, it is illegal to occupy this building or any portion of the building for which this permit is issued without a final inspection. EXPIRATION OF PERMIT APPLICATION AND REFUND POLICY Application for which a permit has not been issued will expire one year after date of application. Refunds may only be made upon written request by the person who originally paid the fees. Refunds for permit applications (not yet issued) must be requested within two years from the date of fee payment. Fees paid at the time of application are for Plan Check and administration. The Plan Check portion of fees is refundable only if the permit is cancelled or withdrawn before any plan checking is done. Building Division costs will be deducted prior to authorizing a refund and a charge of $54.99 to process the refund application will be assessed. Refunds on permits (issued) may be requested prior to the expiration of the permit, provided no work has been done pursuant to the permit. An Inspection may be required (and deducted from any refund amount) to determine no work was done. (b) Any building department of a city. or county, which is requested to duplicate the official copy of the plans maintained by the building department, shall request written permission to do so from the certified, licensed, or registered professional, or his or her successor, if any, who signed the original documents and from (1) the original or current owner of the building or (2), if the building is part of a common interest development, from the board of directors or other governing body of the association established to manage the common interest development. (c) The building department shall also furnish the form of an affidavit to be completed and signed by the person requesting to duplicate the official copy of the plans, which contains provisions stating all of the following: (1) That the copy of the plans shall only be used for the maintenance, operation, and use of the building. (2) That drawings are instruments of professional service and are incomplete without the interpretation of the certified, licensed, or registered professional of record. (3) That subdivision (a) of Section 5536.25 of the Business and Professions Code states that a licensed architect who signs plans, specifications, reports, or documents shall not be responsible for damage caused by subsequent changes to, or use of, those plans, specifications, reports, or documents where the subsequent changes or uses, including changes or uses made by state or local governmental agencies, are not authorized or approved by the licensed architect who originally signed the plans, specifications, reports, or documents, provided that the architectural service rendered by the architect who signed the plans, specifications, reports, or documents was not also a proximate cause of the damage. However, if the building department determines that professional is unavailable to respond within 30 days of receipt of the request due to serious illness, travel, or other extenuating circumstances, the time period shall be extended by the building department to allow the professional adequate time to respond, as determined to be appropriate to the individual circumstance, but not to exceed 60 days. (2) Refuses to give his or her permission for the duplication of the plans after receiving the signed affidavit and registered letter specified in subdivisions (c) and (d). 19852. HORIZONTAL Model' 3768 Sizes 040 thru 115 high -efficiency furnace. This furnace has the kind of overall per- formance that others will be trying to imitate for years to come. ` The Model 376B Downflow/Horizontal joins our Model.3956 Upflow to cover all bases in the standard high -efficiency Califor- nia marketplace. Application flexibility is a tremendous plus. The 376B Furnace satisfies downflow applications standing straight up. Lying on either side, the 376B satisfies horizontal - left and horizontal -right airflow applications with no conversion req u i red. FEATURES VENTING—The Model 376B Induced -Combustion Furnace oper- ates at zero or slightly negative static pressure at the furnace -to - flue junction; therefore, it can be vented into any approved chim- ney,or B1 vent, and like a natural -draft furnace, common -vented with an existing water heater. Most other currently available positive -pressure -draft or forced -draft furnaces require installing an expensive sealed -vent system. The induced -combustion design also eliminates the need for a vent damper. MONOPORT INSHOT BURNERS—Produce more precise air -to- gas mixture which burns cleaner than multiport or ribbon -type ` burners. The larger monoport of the inshot (or injection -type) -burner seldom, if ever, clogs or needs cleaning. y FOUR—PASS—HEAT EXCHANGER—Design breakthrough pro- duces accelerated heat transfer. The Model 376B Furnaces extract heat that other furnaces waste up the flue. Aluminized steel for corrosion resistance. 20 -year Limited Warranty. With unique induced -combustion design, four -pass heat exchanger, and exclusive safety features; the Model 376B High - Efficiency Downflow/Horizontal Furnace is the new industry pacesetter. The Model 376B achieves the highest Annual Fuel Utilization Efficiency (AFUE) rating available today in a noncon- •1. densing downflow/horizontal furnace. Its ease and economy of installation, truly remarkable serviceability, surprisingly econom- ical initial cost and short payback time, place it in a class by itself. All these make the 376B the obvious choice over any other SAFETY FEATURES—The 376B goes beyond most other fur- naces with two exclusive safety features: (1) a draft safeguard switch detects a vent blockage or downdraft and (2) a self -check- ing switch proves combustion airflow before burner ignition. 'SOLID-STATE BLOWER CONTROL ABLE—Timed blower oper- ation stops annoying recycling common with thermally activated blower controls. Blower motors are permanent split capacitor type for energy conservation. PRINTED -CIRCUIT CONTROL CENTER—The printed -circuit board and'all internal wiring are factory, installed. Screw termi- nals permit quick -connecting a humidifier, an air cleaner, and. air-conditioning control circuits. WRAPAROUND INSULATED CASING -Welded construction eliminates casing noise. Foil -faced insulation in the heat• exchanger section cuts Iheat loss and insulation in the blower. section reduces noise levels. The low profile makes the Model 376B a slide -in unit—ideal for downflow or horizontal_ replace- ment eplacement installations. EFFICIENCY—Exceeds California minimum efficiency stand- ards (Title 20) by a comfortable margin. OXIDES OF NITROGEN (NOJ—Meets NOX emissions level set by South Coast and Bay Area Air Quality Management Districts. The design of all Model 376B units is A.G.A. design certified for natural and LP (propane) gas. The 376B is GAMA (Gas Applicance Manufacturers Association) efficiency rating certified. Minimum 40 /.gas-fiF er recommended. HERE'S HOW IT WORKS How exactly does the Hydro Heat System work? A small cir- culator draws warm water from the water heater and circulates it through water -to -air heat exchanger. There the water loses 10° to 20°F before returning to the water heater to be re- heated. Heat is blown into the home through the duct system by a fan in the Hydro Heat System unit. ' Water lines from the water heater to the Apollo air handler may be 3/4" copper or approved plastic pipe. Total piping run (supply plus return) may be up to 140 ft. equivalent length. These assumptions, as well as the new custom budget requirements for Climate Zone 11, are outlined in this book. ' The HVAC systen for this plan will be a combined hydronic space/water heating system (Apollo Company equipment). This system uses a single energy source to heat water for both domestic water use and space heating purposes. ' In order to show compliance with the building standards, we have completed the combined hydronic compliance worksheets from the'Energy Commission. As part of this worksheet, we have also provided a MICROPAS computer analysis for .the west tfacing orientation. Both the MICROPAS computer analysis arra the hydronic compliance worksheets show ' that this plan does meet Title -24 compliance when using the Apollo hydronic system and adjusting for R-4 duct insulation. Therefore, Plan 2022 (sqft) complies with the energy features outlined below.
