The building permit and the elevation certificate were obtained during the Community Assistance Visit. The established base flood elevation for this site was 189.17 according to Mer Consulting. The elevation certificate is based on "construction drawings." An attached garage was also placed on this property. This garage is below the base flood elevation. COMMUNITY ACTION NEEDED: The County ne,ds to obtain the following information prior to the November 1.7 , 1998 follow-up visit by FEMA: 1. A copy of the "as -constructed" lowest floor elevation certified by a registered professional engineer or surveyor. 2. Verification that the structure meets one of the foundation opening requirements as specified in FEMA Technical Bulletin 1-93. If openings are not placed as specified in FEMA Technical Bulletin 1- 93, then the openings must be installed. 3. Verification that the openings are installed in the garage in accordance with FEMA Technical Bulletin 7-93. If the garage does not have the openings, then a plan detailing how and when the openings will be installed in the garage walls as outlined in FEMA Technical Bulletin -7-93 needs to be submitted. PERMIT REQUIREMENTS: Approval for a temporary second dwelling is subject to the following requirements. 1. Occupancy of the mobile home shall be limited to Jacky Ne/ Becker. An affidavit attesting to the relationship of the involved parties was submitted with the permit application. 2. No rent is to be charged to the occupant of the mobile home. 3. The temporary mobile must meet the requirements of the Butte County Environmental Health Department for domestic water supply and sewage disposal. The granting of this permit does not remove the requirement of obtaining the appropriate permits from other Divisions, Departments or Districts. 4. The siting of the mobile home shall be exempt from the site requirements of the residential zoning district, except as required by this Section, and the Butte County Code Chapter 28A. 5. The mobile home is declared to be a temporary use on the property, accessory to the primary unit, and shall not be placed on a permanent foundation. Additionally, a temporary mobile home shall not be permitted on a lot or parcel where there is an approved Second Unit. 6. The permit shall be granted for a term of two years. Extensions of the term for the permit, not exceeding one year for each extension, may be granted if the application for the extension is filed, with the Planning Division, within 60 calendar days prior to the date of expiration. 7. The mobile home shall be vacated upon expiration, or revocation, of the Permit and removed within one hundred twenty (120) days after expiration of the Permit. If it is not removed within one hundred twenty (120) days, the County shall remove said mobile home and store it at the owner's expense. 8. The Permit may be revoked if any of the terms or conditions of the Permit are violated or if any acts or omissions of the permittee in connection with the use authorized by said Permit constitute a public nuisance. 9.
