This office has conducted a study of the flooding problem on the
referenced parcel. We have established a minimum flood elevation of
98.5', which from our studies, is above the 100 year flood elevation.
The reference bench mark is the top of a telephone cable pedestal at
the south west corner of this parcel, next to Victor. Assumed eleva-
tion is 100.00'.

RE: Sewage'Di sposal Permit, A.P.# 47-49-12
Dear Tom,
220 GRAND AVENUE
OROVILLE, CA. 95965
(916) 533-2068
This office was asked to investigate the problem on Victor Drive
and to propose a solution.
I
We shot some levels on the neighboring lots on Victor Drive. If
you will note on the enclosure, we have these shots numbered. We as-
sumed a bench mark elevation of 100.001, shown as number 1. This is
the top of the telephone cable pedestal, located between'12 & 13. The
balance of the shots, 2-6, are existing ground or slab elevations on
neighboring homes.
Field observations indicate that surface storm waters come from
the northery direction. There had been ditches along the railroad
and Nord Highway that were to carry these waters into a 3.5' x 10'
concrete box culvert under the railroad. From the condition of these
ditches, the water would have to build up several feet before it could
overcome the obstructions lead 4yjq to the box culvert.
OX_
We walked northerly along the railroad,
_t ,,and did notice that the
ditch had been cleaned and regraded.qZhis h9s also been done on the
westerly side of the'tracks. This regV4,61pg should be of great assis-
- "' z '.1y")
tance to elivate the flooding problems ar'ound the -;box culvert.
As you can see from the elevations on the- ehclosure, the storm
water around the culvert would have to be 2.5' deep to reach the
same elevation as the referenced A.P. Even ' at that depth, because of
the horizonal distance between the culvert and the lot, the water
would not back up to the lot. Also with the regrading that has been
done, it is not likely that the culvert will get to such a depth.
WILLIAM W. GEDDIS JOHN D. CHRISTOFFERSON KENNETH C. LE'NHARDT
e I erolej
We do feel however, that there could be a problem from surface
waters -from the contiquous parcel to the north. The northerly parcel
slopes generally from north to south. Ideally, if the owner of that
property would cut in a drainage ditch running in the east -west direc-
tion, it would help all of the homes on Victor Drive.
There happens to be several solutions to the potential flooding
of parcel twelve. The most obvious is to import enough material to
bring the building site as well as the leach areas above the flooding
elevation. We would recommend that the finish floor of the home be no
less than elevation 35.5' no matter what solution is used. We would
also recommend using water tight lids for the septic tank. If import
material is 1)rought in, the leach lines could be at elevation 97.0'.
A more practical solution would be to secure parcel twelve or as
a minimum, the area around the septic tank and leach fields, from the
water from the north.. This can be done by either the east -west ditch
mentioned earlier or by a dike. The dike can be constructed in such a
manner that it would not be unsightly and can be used as a landscape
buffer. If the dikes are used, we would suggest they be constructed
on the north, east, and west sides of the parcel or the leach areas.
Elevation for the top of these dikes should be 98.5': The ground over
the leach areas should be mounded at least six inches above grade to
allow surface water run-off and minimize pounding. A drainage ditch
along the south property line should be constructed to drain the sur-
face waters from parcel 12.
I hope our suggestions will be helpful in finding a solution to
th-is problem. Feel free to call if you have any questions.

RE: Sewage Disposal Permit, A.P.# 47-49-12
Dear Tom,
This office was asked to investigate the problem on Victor Drive
and to propose a solution.
We shot some levels on -the neighboring lots on Victor Drive. If
you will note on the enclosure, we have these shots numbered. We as-
sumed a bench mark elevation of 100-00', shown as number 1. This is
the top of the telephone cable pedestal, located between 12 & 13. The
balance of the shots, 2-6, are existing ground or slab elevations on
neighboring homes.
Field observations indicate that surface storm waters come from
the northery direction. There had been ditches alongthe railroad
and Nord Highway that were to carry these waters into a 3.5' x 10'
concrete box culvert under the railroad. From the condiion of these
ditches, the water would have to build up several feet before it could
overcome the obstructions leading to the box culvert.
We walked northerly along the railroad and did notice that the
tditch had been cleaned and regraded. This has also been done on the
westerly side of the tracks. This regrading should be of great assis-
tance to elivate the flooding problems around the box culvert.
. : As you can see from the elevations on the enclosure, the storm
water around the culvert would have to be 2.5' deep to reach the
same elevation as the referenced A.P.. Even at that depth, because of
<,the horizonal distance between the culvert and the lot, the.water
.would not back up to the lot. Also with the regrading that Has been
done, it is not likely that the culvert will get to such a d6pth.
WILLIAM W. GEDDIS
JOHN D. CHRISTOFFERSON
KENNETH C. LENHARDT
We do feel however, that there could be a problem -from surface
waters from the contiquous parcel to the north. The northerly parcel
slopes'generally from north to south.- Ideally, if the owner of that
property would cut in a drainage ditch runni I ng in the east -west direc-
tion, it would help all of the homes on Victor Drive.
There happens to be several solutions to the potential flooding
of parcel twelve. The most obvious -is to import . enough material to
bring the building site as well as the leach areas above the flooding
elevation. We would recommend that the finish floor of'the home be no
less than elevation-t?"V,5' no matter what.solution is used. we would
also recommend using water tight lids for the septic tank. If import
material*is brought in, the -leach lines could be at elevation 97.0'.
. A more practical solution would be to secure parcel twelve or as
a minimum,.the area around the septic tank and leach fields, from the
water from, the north. This can be done by either the east -west ditch
mentioned earlier or by a dike. The dike can be constructed in such a
manner that it would not be unsig'htly.and can be used as a landscape
-buffer. If the dikes are used, we would suggest they be constructed
on the north, east, and west sides of the parcel or the leach areas.
Elevation for the top of these dikes should be 98.5': The ground over
the leach areas should be mounded at least si ' x inches abovetgrade to
.allow surface water run-off and minimize pounding. A drainage ditch
along the south property line should be constructed to drain the sur-
face waters from parcel 12.
I I hope our suggestions will be helpful in finding a solution to
this problem. Feel free to call
if you have any questions.
sincerely,
