All pavement removed shall be replaced with eight inches of aggregate base and two inches of asphalt concrete surfacing minimum or conform to existing structural section, whichever is greater. All road crossings of pipelines shall be jacked or otherwise forced underneath pave- ment without disturbing same unless specifically approved by the Department of Public Works.
