All pavement removed shall be replaced with eight inches of aggregate base and two inches of asphalt concrete surfacing minimum or conform to existing structural section, whichever is greater. All road crossings of pipelines shall be jacked or otherwise forced underneath pave- ment without disturbing same unless specifically approved by the Department of Public Works. Minimum depth of cover over all facilities shall be 30 inches. Material for use as backfill in any existing or proposed roadway section shall be sand, shall be placed in,eight-inch lifts and be compacted to a relative compaction of not less than 95%. All drainage ditches and roadside gutters which are disturbed in the course of con- struction shall be reconstructed to the satisfaction of the Department of Public Works.
