This set of plans and specifications MUST be kept on the job site at all times and it is
unlawful to make any changes or alterations on same without written permission from the
Building Division, County of Butte.
All materials and workmanship shall be in accordance with recognized good practices
and of a quality prescribed for the specific use in the 2001 California Building Code
(2001 U.B.C), 2000 California Plumbing Code ( 2000 U.P.C.), 2000 California
Mechanical Code (2000 U.M.C.) and the 1999 California Electrical Code (1999 N.E.C.)

You'r'parcel lies within a designated 100 -year flood plain. Finish floor, electrical,
H.V.A.C. equipment and services shall be a minimum of one foot above the elevation
shown on the attached Flood Elevation Certificate. A Post Flood Elevation Certificate
will alsofie required.
Note: We will normally accept the following as compliance with the flood elevation
requirements:
1. Building is anchored to concrete stemwall system with conventional anchor bolts.
2. Building plate on top of sternwall to be one foot or more above the I 00 -year flood

3. Electrical, heating, ventilation, plumbing and air conditioning equipment and
facilities located above the plate.

6. The openings may be screened or covered with other devices that will permit
automatic entry and exit of floodwater.

In our review of legislativer considerations, we discovered that when accommodation was provided
to allow exit alarms on doors providing direct access to the pool, it was assumed that a conforming
perimeter fence was already in place. However, in many cases there is no pre-existing pool or
parcel enclosure, and unless the residence is one side of an enclosure which entirely surrounds the
pool, installation of exit alarms alone does not constitute compliance.
2. The 1994 Uniform Building Code, Appendix Chapter 4, Division 1, and the 1997 Uniform
Building Code, Appendix Chapter 4, Division 1, specifically allow the use of chain link fencing -
as pool barrier material. In Butte County we will continue to allow the use of I I gage, 2-1/4 inch
mesh, chain link fencing as Pool barrier material. Other types of fencing will be considered on a
case by case basis, based upon the requirements of the Swimming Pool Safety Act. Please call

115920. SWUVMENG POOL SAFETY ACT
115921. As used in this article the following ter= have the following meanings:
a) "Swimming pool" or "pool" me�ns any structure intended for swimming or recreational bathing that contains water over
IS inches deep. "Swimming pool" includes in -ground and aboveground structires and includes, but is not limited to,
hot tubs, spas, portable spas� and non-portable wading pools.
b) "Public swimming pool" means a swimming pool operated for use of the general public with or without charge, or for
the use of the members and guests of a private club. Public swimming pool does not include a swimming pool located
on the grounds of a private single-family homes.
c) "Enclosure" mean a fence, wall, or other barrier that isolates a swimming pool from access to the home.
d) "Approved safety pool cover" means a manually or power -operated safety pool cover that meets all of the performance
standards of thd American Society for Testing and NUterials (ASTM), in compliance with standard F1346-91.
e) "Exit alarms" mean devices that make audible, continuous alarm sounds when any door or window, that permits access
from the residence to the pool area that is without any ftdervening enclosum, is opened or is left ajar. Exitidarm may be
battery operated or may be connected to the -electrical wiring of the building: � .
115922. Commencing January 1, 1998, except as provided in Sectiod 115925, whenever a construction pmmit is issued for
construction of a new swimming pool at a private single-family home it shall be equipped with at least one of the following safety
features:
a) The pool shall be isolated from access to a home by an enclosure that meets the requirements of Section 115923.
b) The pool shall be equipped with an approved safety pool cover.
c) Ile residence shall be equipped with exit alarms on those doors providing dhvd access to the pool.
d) All doors providing direct access from the home to the swimming pool shall be equipped with a self-closing, self -
latching devici with a release mechanism placed no lower that 54 inches above the floor.
e) Other means of protection, if the degree of protection afforded is equal to or gmater than that afforded by any of the
devices set forth in subdivisions a) to d), inclusive, as determined by the building official of the�zrisdiction issuing the
applicable buDding permit. Any ordinance governing child access to pools adopted by a political subdivision on or
before January 1, 1997, is presumed to afford protection that is equal to or gTeater that aff-orded by any of the devices set
forth in subdivisions a) to d), inclusive.
115923. An enclosum shall have all or the following characteristics:
a) Any access gates through the enclosure open away from the swimming pool, and are self-closing with a self -latching
device placed no lower than 60 inches above the ground.
b) A minimum height of 60 inches.
c) A maximum vertical clearance from the ground to the bottom of the enclosum of two inches.
d) Gaps or voids, if any, do not allow passage of a sphere equal to or greater that four inches in diameter.
e) An outsi& surface free of protrusions� cavities, or other physical characteristics that would serve. as handholds or
footholds that could enable a child Wow the age of five years to climb over.
115 924. Any person entming into an agreement to build a swimming pool shall give the consumer notice of the requirements of this
article.
115925. The requirements of this article shall not apply to any of the following:
a) Public swimming pools.
b) Hot tubs or spaswith lorldng safety covers that comply with the American Society for Testing Materials-EmergencY
Performance Specffication (ASTM -ES 13-89).
c) Any pool with the jurisdiction of any political subdivision that adopts an ordinance for swimming pool safety that
includes requirements that are at least as stringent as this article.
d) An apartment complex, or arty residential setting other than a single-family home.
115926. This article does not apply to any facility regulated by the State Department of Social SeMces even if the facility is also used
as the private residence of the operator. Pool safety in those facilities shall be regulated pursuant to regulations adopted thereof by the
State Department of Social Services.
115927. Notwidis=ding any other provision of law, this article shall not be subject to further modification or interpretationby any
regulatory agency of the state, this modification or interpretation by any regulatory agency of the state, this authority being reserved
excl.usively to local jurisdictions, as provided for in subdivision (e) of Section 114922 and subdivision (c) of Section 115924.

backup tanks for solar systems shall be externally wrapped with
R-12 insulation or greater.
(C) PIPE INSULATION. The five feet of pipe closest to the water

-INTRODUCTION
The methods and procedures used for this test cbnform to the provisions
and requirements Of ASTM Procedure E90-81, Standard Recommended Practice for
Laboratory Measurements of Airborne Sound Transmission Loss of Building.
Partitions. Details of the procedure will be furnished upon request.
DESCRIPTION OF TEST SPECIMEN
thi The test specimen was a one coat plastering System wall. The 1/2 inch
ck Powerwall stucco system consisted of fiberglass reinforced cementuous
stucco appli'ed to 20 gauge galvanized stucco netting with 1 inch spaces over
1.5 pound per cubic foot expanded Polystyrene (E.P.S.) The expanded
Polystyrene is manufactured by Falcon Manufacturing. i'he* wall frame was 2
inch by 4 inch wood studs spaced 16 inches on center with 'an R-11 insulati.on
between studs. The interior side of 'the wall was finished with 112 inch
gypsum board. The nominal test specimen dimensions were 8 feet 10 112 inches
high by 13 feet 10 1/2 inches wide. The entire perimeter of the'test
specimen/test chamber Joint was sealed with a silicon caulk.
RESULTS OF THE MEASUREMENTS
The sound transmission loss values at 17 one-third octave bands are
tabulated on the attached sheet. The Sound Transmission CTass rating
determined in accordance with the procedure was STC -47.
