The previous owner/applicant did not fully complete the permit requirements for the sewage disposal system and well. Unfortunately, as the legal owner of the property, you are now responsible for bringing the sewage disposal system and well installations into full compliance with permit and Butte County Code requirements. The following items are required to be completed: 1. The sewage disposal system was never inspected or approved. Attached is a copy of the New Construction Inspection Form for Pheasant Landing Unit 2. None of the inspection items have been completed. A Septic System Inspection Certificate has not been issued. It is a violation of Butte County Code to put into use any sewage disposal system until all permit requirements are completed and a Septic System Inspection Certificate has been issued (Sec. 19-7). The sewage disposal system is also in violation of the provisions of CSA 169. Occupancy of a new building is not permitted until the system is approved. 2. The Sewage Disposal Permit expired December 23, 1999. The permit was not renewed by the original owner/applicant. A new application is required. The application requires the submittal of two copies each of the floor plan and plot plan and a fee of $440.00. 3. The domestic well has not been approved. A Well Compliance Certificate has not been issued. The installation is in violation of Butte County Code, Section 23B-9. The minimum separation distance between well and septic tank is fifty (50) feet. The well on your property is within fifty (50) feet of the septic tank. If the well is to be moved, a new application, a $210.00 fee and a plot map is required. The existing well would be required to be destroyed under permit from this division. 4. There is a hold on the building final that is issued by the Department of Development Services, Building Division. The hold will not be released until the sewage disposal system and well are approved and finaled by this division. Disclosure shall be given to any potential buyers that the sewage disposal and well do not meet current county codes and permit requirements. You have thirty (30) days to voluntarily comply with the above directions or to present an acceptable plan for abatement or corrective actions to be taken by you. (530) 891-4243 APPLIED TESTING CONSULTANTS MATERIALS ENGINEERING TESTING AND INSPECTION November 20, 1998 County of Butte Building Division 7 County Center.Drive / Oroville, CA 95965 Attn: Gentlemen We have completed an Expansion Index (EI) Test per the 1994 Uniform Building Code (UBC) Standard 18-2 on a sample of soil obtained from Lot 37 located in Phase H of the Pheasant Landing Subdivision, Chico, CA. The site is identified on plans prepared by your office as AP# 047-670-012. The soil described above was sampled for expansion index testing. The test result was an EI = 48. The UBC• classifies this soil as having a "Low" potential for expansion. The Butte County Building Department requires recommendations for mitigating -the effects of soil expansion if the EI exceeds 20. Our recommendations for constructing the slab on grade foundation structure at the location indicated above are as follows: Alternative 1. Structural design changes required for expansive soils: 1. Extend the perimeter footings to a depth of 18" below the surrounding natural grade. The purpose of this is to minimize the effects of seasonal variations in moisture content of the supporting soil. The deeper foundations will also help minimize desiccation of the soil from water absorption through the roots of adjacent shrubbery and/or trees used in landscaping. 2. Do not landscape next to the perimeter,of the foundation with shrubbery and/or trees. The trees may grow root systems that can extend under the foundation and cause desiccation of the soil. 3. Install a minimum of one No. 4 reinforcing bar at the top and bottom of all perimeter and strip footings to resist bending stresses that may result from changes in soil volume. 4. Footing trenches should be pre-soaked for a minimum of six hours prior to placing concrete. Excess water should be removed or allowed to soak in. Care must be taken to prevent a muddy condition at the time of concrete placement and to prevent mud on the surface of the reinforcing bars. Provide a 12" deep strip footing under interior walls to help minimize wall cracking that may result from changes in soil volume. Install a minimum of one No. 4 reinforcing bar at the top and bottom of the strip footing. Additionally the garage slab and any slab between trench footings that exceeds 20 feet shall be broken by a 12" deep strip footing, see above for reinforcing. 6. A minimum of 4" of crushed rock or V x #4 gravel or pea gravel should be installed under the floor slab to act as a capillary break. After the gravel is placed the area should be. soaked uniformly for a period of six, hours before placing concrete. Install a plastic moisture barrier and a 2" sand blanket over the gravel to limit dampness under the slab surface during winter months. 7. Any welded wire fabric reinforcement should be replaced with No. 3 reinforcing bars spaced a minimum of 15" on center in the mid -depth of the floor slab to resist bending stresses that may result from changes in soil volume. The slab depth, should be a minimum of 4 8. Contraction joints should be installed at intervals not to exceed twenty feet in any direction."
