Public Resources Code 4291 information will be provided. 1273.10 Driveways [X] (a) All new driveway construction or an extension of an existing driveway shall comply with Public Resources Code 4290 roadway requirements. [X] (b) All driveways shall provide a minimum 10 foot traffic lane and unobstructed vertical clearance of 15 feet along its entire length. [X] (c) Driveways exceeding 150 feet in length, but less than 800 feet in length, shall provide a turnout near the midpoint of the driveway. Where the driveway exceeds 800 feet, turnouts shall be provided no more than 400 feet apart. [X] (d) A turnaround shall be provided to all building sites on driveways over 300 feet in length, and shall be within 50 feet of the building. 1273.02 Roadway Surface [X] The surface shall provide unobstructed access to conventional drive vehicles, including sedans and fire engines. Surfaces should be established in conformance with local ordinances, and be capable of supporting a 40,000 pound load. 4" of class 2 aggregate base shall be required for all driveways, turnouts, and turnarounds. 1273.03 Roadway Grades [X] The grade for all driveways shall not exceed 15 percent. Grades above 15% shall have 4" of class 2 aggregate base and 2" of asphalt concrete. A parcel or lot proposed for a second dwelling unit shall comply with all of the following requirements: a. The parcel or lot shall be any legal lot within a residential zone district, as well as the following nonresidential zone districts that allow single-family dwellings as a primary use of right: H -C; N -C; R -P; TM; PUD; S -H; and U. b. A second dwelling unit cannot be placed on a parcel or lot that already has more than one (1) dwelling unit on it, including a temporary mobile home, as provided in sections 24-295 and 24- 295.10 of this Code. Nothing in this section shall limit or restrict the construction of one (1) guest house, as defined in Article VI of this chapter, on a parcel that has a second dwelling unit, provided the guest house meets all applicable Butte County codes and regulations as listed for an allowed use in a zoning district. Dwelling units in excess of a second dwelling unit are only permitted when multiple dwelling units are listed as one (1) of the uses allowed in a zone district. c. The main dwelling must conform to all of the standards of the applicable zoning district, including, but not limited to, setback requirements. (2) Development standards. Second dwelling units (attached or detached) shall meet all of the following standards and conditions: a. No more than one (1) second dwelling unit shall'be allowed on any parcel or lot. Multiple dwellings, as distinguished from second dwelling units, may be allowed in certain zone districts when listed as an allowed use, but generally only after receiving discretionary approval. b. Shall not be a size limitation in living area provided that all other County requirements for building setbacks, water supply, sewage disposal, driveway/road access, building permit and applicable County development standards may be met for the proposed size of the second dwelling unit. c. Shall contain kitchen and bathroom facilities separate from the main dwelling unit and shall have a separate entrance. d.
