The recommendation is based on the finding that the proposed rezoning
would be cQnsi(lered "spot zoning", and should be rejected by the
Planning Corami;,,sion. Property owners and residents in the area
have invested and relied on the. present zoning, and the staff feels
that the rezQn inq would be harmful to property values and investments
it
in the area,
Mr. Chan commented that it was previously stated by the. County
Counsel that we should not "spot zone". There was considerable
discussion regarding this item,
Motion was made by Commissioner Xennedyt seconded by Commissioner
Watson that this rezoningrequest be denied. The denial was carried,
by the following vote; AYES: Commissioners Gilbert,Xennedy,
Rypkema, Watson and Chairman Roberts, NOES: Commissioner Anderson,
AB STU,, I N : Commissioner Thebach
