Subject: RANCHO ESPLANADE MOBILE HOME PARR
Dear Jane
Our firm has assumed ithe task of preparing ;plans and securing
approvals for providing sanitary sewer for the Park. As you know,
significant sewage disposal problems exist at the Park as indicated
by the letters attached from Dr.Ward and Jim Pedri Water Quality
Control Board engineer. ThFproposed solution for the problem is
to construct a collection system w%thin. the park and convey the
sewage to the City of Chico's collection system and treatment
plant.
As you are aware, an EIR related to 'the expansion'of the Cityr
sewer serving sphere, among other things has been tentatively
Approved by LUCO and is moving through the process. This process
when ;complete would allow connection of the Park to the system
through the City'snormal application process. We are concerned
however that this ;entire process may be stalled,' which in turn
could jeopardize the construction of the much needed facilities for
the Park.
Given, this; possibility, we requested and received a determination
from the County Planning Department that the connection would be
considered an "emergency" under 'CEQA and > therefore would not be
subject to the environmental process.' This is important since the
next step would. be for the _Board of S,upervisars to request the city
Council make the necessary findings to allow an exception to the
City code.which would allow connection of the Park to, the system
even though it,,is located outside of the- serving area, T am
uncertain if this -request to the Board is to come from the park
owners or if .this` letter is sufficient. If this letter is
sufficient, could you please schedule this for Board action at an
'
early da,te, so that ire can continue progress with the City on the
actual: rapplication:and plan xeview? I will be available to meet
with your staff to discss any details or, answer any questions an
