Orovi l le , CA 95965 �', Re: Land Use Map Craig-Mooretown Ridge Area Dear Commissioners: on behalf of a group of resident landowners in the Crai,j-Mooretown Ridge area, this is to request a slight modi- fication in the land use map proposal for the area. This suggestion is to achieve greater consistency with existing uses in this and adjacent areas, to recognize limitations of access and terrain, to recognize the lack of need for further small parols, and to minimize public costs which further development in the indicated portion eventually would entail. The residents are generally supportive of the lane use proposal for this entire area, ekcept for 'a portion of the Rural Residential designation. The proposal before you designates at least portions of Sections 15, 17, 19 and 27 for rural residential use. All of the land within these particular sections is on extremely steep terrain and is mostly on the canyon walls of the Feather River. These pard cular sections also carry a great deal of timber. Adjacent properties in the northelly portion are either forest service land or are held in very large acreages by large commercial forest concerns. These sections actually are almost entirely Wurrounded,by lands lield for and used tot forestry exelusivelye 80,M6 of the land is adjacent to National Forest and similar public uses, inconsistent with even large acreage residential use. Access to nearly all of the land within 'these sections is extremely limited. It would be impractical to develop even large lots 3.a these portions, because of the rugged and steep terrain, erosion potential, and lack of access. There is no indication of pressure ;from any large 'portion of property owners there to convert from the existing timber use Sections 16, 17, 19 and 27 were never the subject of the major controversy 'which surrounded some of the other land in this area. We believe that a little further attention by the residents and your Commission would have resulted in a different desig-- nation tin the proposed map for the area. high acreage desig-- nations ,sere applied in the proposed zoning which is still pending, to the Commission has recognized the desirability of very large parcels. All, of these factors are consistent with a. Timber - Mountain designation for these sections. Thus, we propose a modificatioh of the map to give a T -M designation to this portion: We are not aware of any substantial conf-tovez:sy regarding this proposed change and we believe it islets the wishes of the residents of tho area. This proposal is intended to establish special zoning for the entire area, including public lands. The general pattern and extent of the zoning districts was predicated upon the Land Use Plan Map of the area which the - Commission reviewed and approved several weeks ago. To date, nearly 630 parcels rzxists in the rezone area, and only 15% of these properties are improved for residential use. The proposed zoning creates the potential for establishing approximately 217 additional parcels, discounting the division of public lands. Actual parcel divisions and subsequent development probably would not reach these proportions because of physical limitations due to soil conditions for sewage disposal, water availability and slope. All future land divisions and subsequent residential use of property would be contigent upon the availability of sufficient leach field area and adequate road access.
