Dear Mr. Murphy: -
Section 306 of the 1991 U.B:C. requires special inspeciton for all high
strength bolts.
Further, the bolts used in the rigid frame connections have bolts which
are subject to direct tension and therefore must be fully pre—tensioned
under the A.I.S.C. specifications. These bolts are not in simple shear,/
bearing type connections.
Butte County Building Division will not approve Metallic Building plans
until revised sheets C1 are provided which do not include the note stat—
ing that special inspection is not required.

Gentlemen:
On 11 October 1993 we provided verification testing of high
strength bolt installations at 5001 Ravelle Road in Paradise, CA
(AP No. 55-30-77, Permit No. 93-2006).
A random sampling of 5/8" diameter A-325 bolts were taken from
the structure and used to calibrate the contractor's torque
wrench on our Skidmore -Wilhelm device. The sample bolts were
tightened to a ten8ion of 20,000 lbs (19,000 x 1.05) in
accordance with the AISC Steel Construction Manual. The average
torque required to produce this tension was 230 ft -lb.
Following calibration of the torque wrench, we observed the
tightening of all high strength 5/8" bolts in the structure and
verified that each bolt (total 44) was tightened to a torque of
230 ft -lb.

SPECIAL INSPECTION NOTE
In addition to the inspec3tions required by the Un;Lform Building Code
�Sec-tion 305, a Special I Inspection is required, mi this baildi a& in
accordance with the �U.nif Qrm Building Code Section �06-
Duties. and Responsibilities of the Special Inspector.
The special inspector shall observe the work -assigned for con—
formance with the approved design -drawings and specifications. -
2. The special inspector shall furnish inspection reports to the
building official and the engineer or architect of record. All
discrepancies shall be brought to the immediate attention of the contractor
for correction, then, if uncorrected, to the proper design authority and
to the building official.
3. The special inspector shall submit a final signed report to the
Building Department stating whether the work requiring special inspection,
was, to the best of his knowledge, J.n conformance with the approved plans
and specifications and the.applicable workmanship provision of this code.,
4, The special in8pector shall advise the contractor that Building
i.apartment called inspections cannot be delegated to him, so inspections
must also be made by Butte County.
5. Any change in special 'inspection firms made after permit issuance
shall be approved by the Building Department prior to the new firm
performing any inspections.
6, Special inspections. are in addition to the regular inspections
performed by Butte County Building Department, County inspection. approval
and sign off is not to be construed as authorization to proceed with work
