AP 55-50-03
DATE; February 11, 1987
This is a proposal to divide 12 acres to create two parcels
of 5+ acres each. The present zoning is A-5, adopted in
1980. The Land Use Plan Map of the Butte County General
Plan desi4nates this property as Agricultural -Residential.
The Safety Element indicates that this project is in a
high to extreme fire hazard area. There are no specific or
community plans for the area. Consistent parcel size under
the Agricultural -Residential General Plan designation is
20 to 40 acres. One- to 20 -acre parcels are conditionally
consistent provided that five conditional Criteria are met.
As noted on the Conformance Report, the division does not
comply with the General Plan.
Areawide circulation is not up to County standard. Round Valley
Ranch Lane is a narrow road with few if any shoulders.
Currently, more than 30 parcels take access off of Round Valley
Ranch Road, with another three proposed. County Code Section
20-133 requires the provision of adequate circulation to all
properties; No cul-de-sac shall be permitted in a rural area
which serves more than 20 parcels where each parcel is less
than 20 acres in size. As such, the division does not comply
with the Subdivision`° Ordinance.
The Circulation Element requires that all road systems, both
public and private, shall provide for the safe evacuation of
residences and adequate access for fire and other emergency
services by providing at least two means of emergency access
to an interconnected collector system. There is only gine
ingress and egress for all'the parcels along Round Valley
Ranch Road, For safe access and adequate circulation to be
provided; a second access po5r,,4; is necessary. It 'was suggested.

more maps in the area until ,public road approach is constructed
and some provision for circulation, is resolved." Circulation
has not been offered as part of this map application. Fire
hazards on site are rated as high to extreme., Access by
emergency vehicles is thwarted by the condition of Round 'Valley
Ranch Road.' The applicant has, however, offered the following
fire mitigation measure- "Provide approved fire connection,
and access to any swimming pools constructed. Install interior
sprinkler systems on all residential structures and provide:`
pressurized water system." This mitigation measure enhances
fire protection on the property.
The property'is under the approach zone of the -Paradise Airport.
The. project has been 'reviewed by the ALUC staff, who had no
concerns provided Mitigation Measures 7 and 8 were implemented.
Approval of the map is recommended, subject to the following
conditions
1'1. Provide two-way traversable access to each parcel from
Clark Road.
.2_ Provide circulation pursuant to Section 20-133 of the
Subdivision Ordinance.
3. Limit all road r,,uts to 2 feet and reseed with native
grasses to limit �_hrosion.

Use Plan Map of the Butte County General Plan designates this area els
Agricultural Residential, and the Safety Element indicates that this
project is in a highi to extreme fire hazard area. Consistent parcel
size under the Agricultural Residential General Plan deslonation is
