DISCUSSION Off' ENVIRONMENTAr, EVALUATION AF
?u: The proposed subdivision will, not have a substantial impact or
disruption, displacement, compaction, or overcovering of the soil.
The
project site: is already developed with two single family residential
dwellings. No further development is po,asible under the current
zoning. In general the terrainof .the project y a
ro ect site is most/
relatively flat ridge top.
lc: No further changes are anticipated in ground surface relief
features or the topography. The project site is currently developed to
.its highest capacity under the current zoning regulations.
lgc No 'loss of prime agriculturally productive soils will occur as a
result of this parcel map. The property is characterized by residual
soils from lava flows,, rough rock outcroppings, boulders, and shallow
soils overlying Tuscin formations. Such soils have marginal
agricultural value. In addition, the project site has been developed
into, residential land uses_ which
do not lend itself to commercial
agricultural operations.
lh: Some seismic activity has occurred w!,4thin the general foothill
zone. All of Butte County is within a moderate earthquake intensity
Zone vill. Construction of buildings to the Uniform Building Code
standards for seismically active areas however, should provide adequate
protection to residences in case of seismic activity,
3b: The proposed tentative parcel. map will not result in any
su"astantial changes in absorption rates, drainage patterns, or the rate
and amount of surface runoff. Both parcels being Created by the
proposed parcel map have previously been developed vii -Eft necessary
drainage improvements. In addition, the density of the proposed
Project, 1 dwelling unit per five acres, will minimize the amount of
impervious surfaces to less than 5% per lot.
3f: The proposed project sitesets on a ridge top just upstream from
the west branch of Clear Creek. The drainage swale exists along the
eastern property line of Parcel 1 whic'1 carries storm runoff from the
vicinity and the project site into the west branch of Clear Creek. As
sthere exists the potential for degradation of surface water
ality due to erosion and ,sedimentation associated with residential
activities and the exposure of bare and disturbed ground. Runoff
from the paved ground surfaces and roof tops may carry organic
materials and typicalurban pollutants into the west branch of Clear
runoff from resideritiKl yards could generate nutrient richflows

vegetation 100 foot setback frnm the drainage swab should be recorded

associated with fertilization of residential landscapes.
8: The proposed project will not phange the character nor intensity of
the existing land use. The project conforms to both the, General Plan
and zoning ordinance,. Current use of the project site is two single
family residential units.
13: No substantial aIt'bZ,,,..It is anticipated concerning the transportation
,or circulation of the proposed project. The proposed project site is
currently at buildout. The creation of individual lots to reflect'
existing residential development will not increase the current trip
generation of the project site.
13e The proposed project site is within the approach surface of the
Paradise Airport. To insure future development does not conflict with
the airport operations it will be necessary to grant an avigation
easement to the Paradise Airport.
14: The proposed project will not have an affect upon or result in a
need for
new or increased governmental services.
16c One well is proposed to service both lots. An easement and
agreement will need to be recorded to establish that both properties
have an ;interest in the well.
.20a: The project site is currently at buildout. The proposed
tentative parcel map will not result in the alteration or the
destruction of prehistoric or historic archaeological site. As such,,.
no archaeological: survey or record check will be necessary.
Recommended Mitigation Measures
lo Place a no-development/natural vegetation setback on map 10o feet
from th:e edge of the drainage Swale.
2. Grant and record"an avigation'easement to the Paradise Airport,
