Dear Mr. Elliott:
This is a courtesy notice to notify you that you are in violation of the
Butte County_Code, as follows, at the above -referenced location.
Failure to obtain the required permits, inspections and approvals from
this office for construction of storage building.
Since permits and inspections -are required for the above work, please submit
three (3) complete sets of plans, apply for the required permits, and pay
the appropriate fees. All work must stop until these permits are issued
and you are authorized by our field inspector to proceed. The field
authorization cannot be made until the existing work is inspected and
approved.
It is the County's goal to obtain voluntary compliance with the Butte County
Code. However, you shouldbe advised that Butte County has an active Code
Enforcement' Program which provides an effective means of enforcement if
voluntary compliance is not obtained. Enforcement may be pursued through
the issuance of citations, fines and the recording of a Notice of Violation
including a description of the action necessary to abate the violation.
You .have thirty 30 days to voluntarily comply with the above directions
or to present an acceptable plan for abatement or corrective actions to
be taken by you. Should you have any questions concerning this matter,

address or telephone number listed above.

Gentlemen:
As per our conversation on 18 December 1998, this letter is to outline our plans for
providing Special Masonry Inspection for the above-mentioned project. We were -
advised by Mr. Elliot that concrete walls will be constructed in 4'-0" lifts and fully
grouted prior to commencement of additional construction. We propose the following
inspection schedule to both meet your inspection requirements as well as making our
services as economical as possible for our client.
1) During construction of all retaining walls, an inspector will be present full time to
monitor block placement, reinforcing steel placement and grouting operations
2) The first day house walls are being constructed, an inspector will be present to study
all details and code requirements with the masonry contractor to insure that building
requirements for this project are understood by all parties.
3) For the remainder of construction, we will provide pre -grout inspection of block and
reinforcing steel and be present full time during all grouting operations.
We feel that this inspection schedule will be satisfactory to insure that the block
construction will be performed in a workmanlike manner an all applicable code
requirement will be met. Should you have any questions concerning this schedule or you

DESCRIPTION OF WORK:
Arrived at the jobsite at 0730 hrs. to perform special concrete inspection for placement of concrete/grout within
the Rastra Building System Walls to T.O.W. (8'8" AFF). Performed special inspection of reinforcing steel
placement for the Rastra placed and grouted to date. Verified proper reinforcing placement, size, laps, spacing
and clearances per Approved Structural Drawings and Manufacturers Recommendations. The first truck arrived
at 0800 hrs. Verified the mix design as 336047. All loads were monitored for the correct mix and slump. All
concrete was properly consolidated by use of # 4 Reinforcing Bar. Cast 1 set of 3 cylinders representative of all
concrete placed this day, to be returned to the lab for compression testing. The concrete temperature was 68
degrees. All work was in compliance with approved plans and specifications. No problems were noted during
placement. Departed the site at 1230 hrs.

continued at 1400 hrs. No problems were noted during placement. Departed the site at 1530 hrs.
Note: Pump had to leave at 0930 hrs. and 1400 hrs.

Gentlemen:
As per our conversation on 18 December 1998, this letter is to outline our plans for
providing Special.Masonry Inspection for the above-mentioned project. We were
advised by Mr. Elliot that concrete walls will be constructed in 4'-0" lifts and fully
grouted prior to commencement of additional construction. We propose the following
inspection schedule to both meet your inspection requirements as well as making our
services as economical as possible for our client:
1) During construction of all retaining walls, an inspector will be present full time to
monitor block placement, reinforcing steel,placement and grouting operations
2) The first day house walls are being constructed, an inspector will be present to study
all details and code requirements with the masonry contractor to insure that building
requirements for this project are understood by all parties.
3) For the remainder of construction, we will provide pre -grout inspection of block and
reinforcing steel and be present full time during all grouting operations.
We feel that this inspection schedule will be satisfactory to insure that the block
construction will be performed in a workmanlike manner an all applicable code
requirement will be met. Should you have any questions concerning this schedule or you
feel it inadequate, please call.

Elevation, to be returned to the lab for compression testing. Performed 1 slump test out of load # 1. The slump
measured 8.5 inches, and temperature was 59 degrees. All work was in compliance with approved plans,
specifications and manufacturer's recommendations. No problems were noted during placement. Departed
jobsite at 1100 hrs.
➢ NOTE: Prior to concrete/grout placement, all Rastra components and reinforcing steel was
inspected by our office and Jeff Richeleau, of North Star Engineering. All cells were
thoroughly dampened with a water hose, as per Rastra manufacturer's recommendations,
prior to placement of concrete/grout, to enhance the flow of the concrete/grout. .
