There are no structures on 'the sites, although the parcels have been partially graded. An, unimproved, gravel road, Altat: na ',!oad, provides access to the project area. The sites are located within 1A miles or T ghway, 32, the major traffic route for the area The current Butte County General Plan designates the site and surrounding area as Agricultural Residuntial (A -R). The existing zoning is Awl General. The size and intended use of -the parcels may not conform to the requirements detst.led in these regulationsr the proposed division must meet tine Conditional Development oriterLa detailed in the Bette County General Plan. Most chaparral brf the ash arite e dense ovea is er muchd of of the imberl property.lthough maThenita terrain it this vicinity is rugged, characterized by steep slopes, deep canyons and weathered rock formations. On-site topography is sass severe, .having more gently rolling slopes and level base areas. Shallow, cobbly soils make the, project site susceptible to erosion problems, a16 in dry periods, hie-hly-combustible vegetation would pose a --serious re hazard to the awe. -1. A county fare station is located 5-6 miles north of the project- : Lte, and on-site water storage tanks are planned for each parcel. Scattered housing on parcels averaging 1015 acres in size exist in this vicinity, though much of the 'surrounding 1 and is open space on large parcels,. Project development would not threaten any 'mitical plant habitats or rare and endangered plant i4, The pvoj e.. would promote high energy consumption since commerci.xl distri.o'to ,id public 'services are located 6+ miles from the project oite. Construction of imperlaious surfaces would generate additional stormwater runoff. This additional runoff could + cause an is creae e in erosion along the edge of the access roads and residency: construci;ion sites. Thi, is a cumulative concern in this area. Drainage channels would be required or necessary along Altatina Road and 14 -xreas where development occurs near swales and streams or on slope: exceeding l" percent. implementation of a master drainage plan for the entire site development would reduce several potential drain ,-q% problems. lh: S' bvuctural designs should conform to seismic safety standards since subsurface faults exist within: 10 miles of the project site. 2a: Any vehicular traffic 'genex xte. a, this project will add to a Mulative reduction in local e:iP q:UOILty 3h i Refer to item jb-. 4a 9 it Some loss in vegetation will, oc ,,ur from construction of residonces and associated access roids.
