Turp h, Bchior plahnp Title March n86 The proposed project consists of a Tentative Parcel. map to divide 28.0 acres to create two parcels;, parcel One at 10 acres and Parcel Two at 18 acres. The applicant wishes to place a radio tower and single family home on the proposed parcels. The project site is located, at the end of the pavement on Cohasset Road at an elevation, of approximately 3,500 feet above sea level. The proposed project is located in the Cohasset Planning Area which has, many special development standards to address and mitigate environmental concerns peculiar to the Foothill Forest of the area. The proposed project must adhere to all the development policies, standards, and impl.entation measures of ordinance 42526 adopted by the Butte County Hoard of Supervisors on ;May 20, 1986. At this time, there is insufficient data and, info:cmation to determine if this project can adhere to the require meats of Ordinance 425.26. However, to elate it has been the :Advisory Agency's policy to administer this Ordinance by placing a note on the final map 'stating that all construction is to comply with the Ordinance. The project site is zoned Timber Mountain — Five acre minimum parcel sizes (TM -5) by the Butte County zonixjg Ordinance. The Oeneral Plan designation is AgricultUral dents al for the Resipro3ect site. The ,proposed project conforms -to both the General Plan and Zoning Otainahc+ Of Butte County- The initial study for the proposed project identified the p' ,a i ect site as being located in an area which is conaid*red e hava high potential for archaeological sites. As such applicant was required to obtain a records check from the Department of Anthrapology, California State -university of Chico, The record check resulted in an archaeological clearance for the project site. Other environmehtal concerns and mitigation measures recommended by the initial study are covered by Ordinance 0526 which will be enforced: at the time cif development or 'improvements being made upon the lots created by this project. Advisory Agency Page Two July 1, 1988 A Mitigated Negative Declaration has been prepared for this project pursuant to the California Environmental ,Quality Act,. All significant effects identified by the initial study have been mitigated by the suggested mitigation measures RECOMMENDATION A. Find that the requirements of CECA have been completed and considered in ;making this decision and adopt a Mitigated.Negative. Declaration; and. B. Find that the project could have a signifioant effect On the environment, but will not in this case because of the adopted Mitigation Measures attached; and C. Approve the Tentative Parcel Map for Chuck Knighten on AP#55-07-12, subject to the following Condition (C) and Mitigation Measure (M) 1. All lots created shall adhere to the applicable zoning regulations. (C) 2. place on the Final Map a mote which reads as follows "Allti-ern must comply with O dihance #2526." Planning Cbnt►tl r MAY 181988 O.Vate, Ca(i OMIA The Department of fish and Game (Departmept) has reviewed the Chuck Kni hteli Tentative Parcel Maw. (TPM) a proposal to S.v1,de 28 acres into wo pa`rcels of 10 and 18 acres each,. Located in the north Cahasset area, the property lies in the designated winter range of the east Tehama deer herd. Subdivision of land into small parcels has an adverse impact on migratory deer. As lands within designated winter range are divided into parcels smaller than 2.0 acres, deer Use becomes impaired, migratory movement affected, and forag and space needs drop below the level necessary to sustain the herd Subdivisions have adversely affected a large portion, of wiur er range in Butte County. In an effort to resolve the subdivision/deer conflict in Butte County, the Department has recommended a series Of actions for the Board of Supervisor's (Board) to implement. The Department also identified a "Designated Development Zone where development may occur, provided certain mitigation measures are adopted and implemented by the Hoard. The TPM lies outside of a "Designated Development Zone" and is in an area where the Department has recommendod 'minimum parcel sizes of 20 acres. Since both TPM parcels are below that minimum, the Department recommends that the TPM be denied, if we daft be of further assistance, please contact Patricia Perkins, Wildlife Management Supervisor, telephone ( 91.6) 355w-70].0 ; S `nc_ erel.y► 00 arises D Mess`ersith Regional manager 0 May 5! 1988 BAC H M AN ASSOCIATES BUH0 Co.
