The following actions have been or will be taken: • Immediately discontinue using the station as a meeting area. It will be a garage/storage building only. Computer and files being moved to Station 22. Mike Vierra did not require company to immediately vacate building as a garage pending further evaluation. • Clark and Rich Siemers will evaluate the building for seismic compliance based on agreed upon standard with Mike Vierra. Most likely will involve giving findings to the company to have a private engineer determine fixes to bring building into compliance. Any fixes will have permits acquired from the County. • Building on back to be removed as soon as possible. • Most if not all previous deficiencies noted by Mike Vierra have been corrected. • Cost to bring building into compliance are unknown until inspection and plan to retrofit is produced. Sorry about the delay in responding. As I said in my letter of July 31st, none of the requested corrections would be a problem to accomplish within 30 days. They were accomplished prior to that 30 days because I was leaving on a long trip and wanted it done before I left. The only things not completed were moving "Grunt" and talking with Mr. Viera about permit needs and clarification of request for an engineer. I contacted Mr. Viera on October 23rd and was told that he would get back to me some time next week. The Board is still working on the liability insurance needs. Outlook is good. As I mentioned in that same letter, we believe a mutually agreeable lease is in order - - please forward any proposal you have so this Board can review.,;. In conclusion, we now have our non-profit status for the Cohasset Volunteer Fire Company and need to remove our Savings Account funds from the Association's account and deposit it in our own account as soon as possible. A volunteer fire department was formed under the authority of the Association and a building was provided to be used as a Bre station. Thefire station is one of two buildings on the property, the other being the community center. There is also a travel trailer that houses a museum. In 1999, the volunteers, started a multi-level addition to the fire station to expand meeting and training facilities, storage for non-flammable supplies, and emergency sleeping quarters during fire season when the water tender is on call. The *construction budget for this project is $15,000, of which $12,300 has been expended to date. All funding is from private sources. Work was stopped on April 30, 2000 because a perniit had not been obtained by the former Fire Captain as directed. The Board of Directors of the Association has obtained the services of Mr. David Griffith, who is authorized to act on their behalf, to complete the required plans and to assist in obtaining a permit for the expansion. The following information is a result of several meetings of the committee. County'will provide capital funding on .a cost share basis with' CVFD 'for fire buildings, and land. As I was unable to clearly define the project to you at that time, _ after we spoke, I asked the community association to clarify their intentions regarding the a building. Note the attached letter from Terry Ashe, Association President. ' After reviewing the intended use, I classify the project as follows: it is an addition to a u d . privately funded multi -story building. (The multi -story use is due to the steep grade at the o6 m east side of the building). Per 1 1038 and 113413, the project must provide disabled access to the specific area of renovation and addition. The following must be accessible per 1134B.2.1: ` 1. a primary building entrance C - 2. a path of travel to the renovated area ~ 3. sanitary facilities, phones and drinking fountains ` 3 The enclosed sketch lays out our concept. Note that the primary entrance will be made accessible, a new accessible toilet will be added, together with a path of travel through the renovated meeting/storage room. Mike appreciated the work that the Association has accomplished on the 5 -year plan to date. If the buildings are going to be occupied, the County will require immediate action on the following items: (The definition of immediate is measured in alternatively in days, weeks or months dependent on the task.) 1. Disconnect.:.. isconnect. the electricity from the Museum trailer immediately. 2. Remove the two outside toilets and disconnect from existing sewer Line. (The inside toilet would probably have to go as well). Secure entry into outside restrooms. 3. Repair the hot water Heater immediately. 4. Block off access to the new addition and use only for storage. 5. Hire an Engineer to determine the structural integrity of the roof where the original building and the newer two -door bay .were added and complete the construction. He was -told that it appeared that the building was going to -be demolished in five years (after the lease agreement with the fire department • is over). I The County requested that the items to be accomplished be listed with the time frame first; i.e. Days, weeks, or months. Permits will be • required for all work. This committee recommends that the CCA notify Dan Summerville and the CVFCo. regarding the County's requirements and ask them separately if they desire to proceed with the stipulations and continue to use the facilities or leave the premises. Board direction is requested. More discussion: It was suggested that we shouldn't spend any money or! buildings that are going to be torn down, etc. It was also suggested that we not spend any more time on this ... that the fire department should "fill in the blanks" on the amendment. The Fire department evidently dropped the ball in the first,place. Really, the only issue that is our issue is the museum and the Grunt building and the two storage buildings... It was suggested that we call Butte County Fire... to see if they want to spend the money in order to stay in the building, to notify them of the requirements laid out by Mike Vierra. Perhaps we should find a way to re -locate the fire department? It was also suggested that we approach Butte County Fire to see what would happen if the • fire department had to move ... they could be moved to Station 22. Terry suggested that we need a motion or something to the effect that we have read the amendment and the Association is unwilling to put any money into the buildings, etc. that only have a five year lifespan. The Association wants to notify the fire department that they need to do these things themselves if they want to stay. They must list the Association as additional insured if they stay and they must hold us harmless from any possible accident or injury resulting from the buildings or grounds. Brian volunteered to work on a letter and submit it to all of us before sending it to the volunteer fire department and copying to everyone else under the sun... the letter will have deadlines with consequences. Bob Tate made this motion and Bill Shinn seconded it to allow Brian to formulate this letter, run it by the Board and send it to the appropriate people. Brian asked that if anyone had anything specific they should get'it to him now so that he could include it in,the first draft. 2. Status of Liability Insurance from CVFCo. - We have heard nothing. 3. Bazaar and Children's Music Festival.Tamara indicated that the Bazaar planning seems to be going extremely well. Amanda and Theresa have things under control. Tamara was doing a publicity mailing to all the teachers in Butte, Glenn and Tehama Counties. 4. Renewal of Liability Insurance: Discussion and possible action. Currently we are paying $3,197 including the liquor license. We already.decided not to renew the liquor license, which is a'savings of about $500. Terry suggested that we look at raising our liability limits: The cost came back to be $3,297. The following must be accessible per 1 13413.2.1: 1. a primary building entrance 2. a path of travel to the renovated area 3. sanitary facilities, phones and drinking fountains The enclosed sketch lays out our concept. Note that the primary entrance will be made accessible, a new accessible toilet will be added, together with a path of travel through the renovated meeting/storage room. There were permits issued for the "move -in" fire station and "move -in" community building in 1971 and 1974 respectively. There were also permits issued to reside and replace 2 windows in the fire station in 1999, and install a new electrical service in the community building in 2001. I did not find any information regarding asbestos in the file. If asbestos testing was completed in 1999, a copy of the test results was not submitted for inclusion in the file. Demolition of the building as discussed at the site on Wednesday, 3/24/04, will require that the original siding of the fire station be tested to verify whether asbestos is present. If asbestos is present, an EPA permit will probably be required. Resolution of the asbestos issue and clearance from Butte County Environmental Health will be required prior to issue of a demolition permit for the fire station. Michael C. The purpose of the meeting was to discuss what repairs and other work needed to be done to the buildings the fire department is occupying, but which are owned by the CCA. The county is requiring immediate action on the following items: 1) Repair hot water heater 2) Block off access to the two existing rest rooms; remove toilets and disconnect from septic system 3) Hire an engineer to determine the structural integrity where the two roofs join, ie.the original building and the apparatus addition. Work to be completed within one year. 4) Enclose the access to the new addition from the inside; the only access will be from the outside. Remove all electrical wiring. This will effectively mean this portion can only be used for storage. 5) Determine whether to remove or renovate the "Grunt" storage building. If the building is to be removed, a small storage unit will be needed to house the water pressure tank and related equipment; also, there has to be a place to house "grunt". No immediate action is needed on this item. There was no specific discussion as to what "immediate" meant, except as noted in # 3 . and # 5 above, but it was our feeling that the work that needed to be done should be done within the next several months. It was also specifically mentioned that all work shall be done in accordance with the Unified Building Code of the State of California, and permitted, inspected and approved by the county of Butte. Prior to the commencement of any work, permits must be obtained. At a CCA Board meeting held June 5, 2003 it was unanimously agreed that spending whatever money that would be needed to do the required work would not be wise use of our funds. Accordingly, if the CVFCo. desires to continue to occupy the buildings, it will have to bear the cost of the needed repairs and work. It is our understanding that the CVFCo. desires to continue to occupy the buildings in question for approximately five more years. The board acknowledges that some portion on the funds held in CCA savings accounts belong to the CVFCo; a decision should be made in the near future as to a division of those funds. Assuming the CVFCo. wants to continue to occupy the buildings, it will be its responsibility to satisfy all county requirements. `oMruNirr = i 0 V. i To that end, the CCA requests a response to this letter, in writing, within thirty days if it desires to continue to occupy the buildings; if no response is received within the thirty days it is the position of the board that the CVFCo. does not desire to continue to occupy the buildings. If the CVFCo. does commence to do the necessary work the CCA will continue to communicate with the county building department to insure work and repairs are proceeding in accordance with county requirements. If the CVFCo. does not want to continue to use the CCA buildings, we believe a good time for the CVFCo. to vacate the buildings would be at the end of this fire season, on or about November 1, 2003. If CVFCo. wants to stay, we will have to work out mutually agreeable terms of a lease. One additional matter that needs the immediate attention of CVFCo. is that of naming the CCA as an additional insured to the CVFCo. insurance policy; see Brian Hall's letter of December 24, 2002 for specific details.
