A. TENTATIVE BOUNDARY LINE MODIFICATIONS FOR CONSIDERATION:
1. A. L. Rippy, AP 56-14-17 and '20, BLM; 2 parcels located at the NE
corner of Vilas Rd. and Resources Ln. Cohasset area.
Engineer: Sierra West Surveying
Mr. Mendonsa said that the"file contains several letters in opposition
to the'project from* Robert Herhusky and Susan Chinn, Dr. George C.
Crosscup, Loyd E. and Nancy Scott, -and Charles R. Hillhouse. Apparently
there is a.boundary line,disisute between the neighbors and Mr. Rippy.
The change that is being requested in this application does not involve
that disputed boundary line, The line change only involves the
applicant's two parcelsi.,
'Tom Wrinkle was present. He asked that the project be approved.
Mr. Mendonsa said that there would be an additional, condition to verify'
Legal: parcels-.
James Taylor, 607 Vitas Road, a neighbor,, said that nei+lher he nor Mid'Valley
`Title can find proof of there being two legal parcels. Since the zoning
is TM -5, he would :Like to know that 'there are indeed two legal parcels;
lite Nendoh8aL said that is the reason for the condition to verify legal parcels.`
Mr. Taylor said that also there is s shortage of water in this area,
,Mr. Reid said the proposed parcel design is better than the existing
configuration.
`Mr. Mendonsa said that there is a question whether there are actually
two legal parcels orJhot. Separate AP numbers don't necessarily mean legal
parcels. If there aren't ;legal parcels a 'parcel map would have to be filed
but then there is the TM -5 zone; which would mean variances. The Planning
Director's Report recommends that a parcel map should be applied for;
Tom Wrinkle said that he does have a title report that shows how the
. parcels were created! legally.
There was a discussion if the deeds should be read prior to taking action-,
or if the condition to verify legal parcels would be sufficient.
Mr: Reid said that for a boundary ,lane modification, proof of water would
need to come at the time of building permits, however, for a parcel map,
proof of water should come before the map is recorded.

Mr. Sanders said that the Planning Dept. has concluded that this
application does not meet County requirements for a boundary line
application
Mr. Reid said that this proposal is not basically different from the
type of proposal that has previously been considered by this agency
As e boundary line modification, the prcposal would be exempt from
environmental review:
Mr, Reid stated; having reviewed the Planning Director's Report and
conversations at this meeting, I make a motion to approve the boundary
line modification of A. L. Rippy on AP 56-14-17 and 20, finding that
based on information provided; the project is exempt from environmental
review and also is :exempt from Fish and Game fees. Approval is subject
to the following conditions
Public Works conditions:
I Prepare necessary deeds for recordation. Submit to Department
of Public Works for checking.
2 Verify that partial reconveyance and/or modification of trust
deeds has been accomplished, if necessary.
3 Verify that there are no delinquent taxes dv.e prior to
recording deeds or map:
4 Prepare a mapshowing approved boundary line modification
and submit to DFpartment of Public forks for checking
approval and ret,ording.
5 After recordation of deeds, contact the Assessor's Office
and request that the necessary parcels be combined so that
no new parcels are treated.
6 Show all easements of record on the map,.
